While unmanned aerial systems can serve as a force multiplier for militants, these systems do not embody a transformation in modern insurgent warfare or enable militants to engage regularly in strategic coercion. Instead, drone use is consistent with a militant group’s relative capabilities and broader strategic objectives. Consequently, these groups are likely to employ drones primarily for theater and tactical military purposes.

In the early morning of June 30, 2006, Israeli warplanes struck a civilian apartment complex in Qana, Lebanon, killing some 28 persons, none of whom were thought to have been Hezbollah militants. Footage of the attack was streamed instantly across the world, leading many to decry Israel’s tactics in its conflict against Hezbollah. The recent conflict between Hezbollah and Israel resulted in many civilian victims and though the fighting has ended, the problems are nowhere near over for the civilians of Lebanon whose country is littered with cluster bomblets. This article explains the effects of the conflict on Lebanese civilians and describes how organizations are trying to eradicate the cluster-submunitions problem and provide aid to affected civilians.
