Major General Charles Andre Willoughby was born as Adolph C. Weidenbach in Heidelberg, Germany, March 8, 1892 to Baron T. von Tscheppe-Weidenbach of Baden, Germany, and Emmy Willoughby of Baltimore, Maryland. He attended several schools in both Germany and France, learning German, French, and Spanish, before moving to the United States to be with relatives in 1910. Willoughby enlisted in the Regular Army and was a private, corporal, and sergeant between 1910 and 1913, when he entered Gettysburg College. While at Gettysburg, he founded the college’s Reserve Officer Training Corps (ROTC). He graduated in 1914 and received his commission as …

Transitions are difficult for all of us, but for children and youth with emotional and behavioral challenges, transitions are often both more difficult and more frequent than for their peers. Even “normal”, age-defined transitions such as the transition to kindergarten or the transition to independent living are often extremely difficult for children and youth with emotional and behavioral challenges, and for their families or other caregivers. Transitions—accompanied by the disruption of routine and the need to interact with unfamiliar people—are precisely the types of situations that are often most unsettling and stressful for these children.

The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, Airline Quality Rating 2001, reflects monthly Airline Quality Rating scores for 2000. This publication analyzes the impact of publicly owned conservation lands on employment and population growth in the Northern Forest region, defined for the purposes of this study as a group of 92 non-metropolitan counties stretching from Maine to northern Minnesota. The principal objective is to determine if there is a systematic relationship between the share of the land base in public conservation uses and employment growth and net migration rates in Northern Forest counties. The main finding is that public conservation lands had little effect on the growth of local economies over the period 1990 to 1997. Net migration rates …
