A rural K-12 district in the Midwest evidenced a rise in the Latino population from 2002 to 2013, yet parental participation amongst Latino parents at the junior high was low. Low parental involvement has been linked to lowered self-efficacy, which impacts student learning. Although there is a plethora of research on the positive aspects of parental involvement, there is little research on Latino parent involvement in small rural communities. Female retired Army colonels (FRACs) have significant potential to contribute to civilian organizations. To take advantage of that talent, it is important to have a better understanding of their behaviors based on their dual identities as women and leaders. The purpose of this qualitative case study was to understand the under researched factors accounting for the development of FRACs' leader behaviors and the transfer of those behaviors to civilian careers. Senior leaders in state government public sector agencies must manage employee performance to ensure quality services to the citizens they serve. Limited academic research exists to study the barriers that these leaders acknowledge as deterrents to managing employee performance. The purpose of this qualitative study was to understand the reasons that public sector leaders at the Ohio Department of Transportation (ODOT) were challenged to manage employee performance and explore the role of transformational leadership. The ODOT was selected for this research because two prior worker surveys conducted by the agency revealed that employee performance accountability was an issue of concern. …
