This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. A Complete Street is a corridor that is accessible by all users and modes of transportation; it promotes livability and economic vitality in the surrounding community, and is a new approach to improving transportation networks. Prior to the implementation of Complete Streets projects, cities conduct corridor ranking studies to determine potential project locations. Arterial Performance Measurement and Monitoring is one of the leading goals of any transportation agency. The complexity of the differences between performance measures is highlighted and the various data collection methodologies are highlighted. A major performance measure that impacts end users and traffic planners is travel time. This study presents defining a mathematical system for modeling travel time. The modeling in real-time is presented and methods are proposed to evaluate it using vehicle trajectories. Also comparative results are presented between the actual sensor data sets and simulated data to study the effectiveness of the system developed.

The goal of this thesis is to investigate factors that affect the odds of having a fatality in a vehicle collision. We will be looking at characteristics of the driver that caused the accident (age, gender, behavior, actions, influences, and seat belt worn), the characteristics of the vehicle the driver drove (type of vehicle, and air bag deployment), the characteristics of the environment in which the accident occurred (weather, road condition, lighting, time of day, the day of the week, and month of the year), the characteristics of the crash (direction of accident and how many vehicles were involved), and …
