Abstract

The recent tightening of military budget constraints has called into question the feasibility of costly multilateral naval intervention used to combat maritime piracy off the eastern coast of Africa. Though past studies agree that the transformation of the Somali economy and government is crucial for a long-term solution to piracy in this part of the world, short to medium-run solutions are needed to bridge the gap. Such solutions should be fiscally sensible and serve as effective deterrents, as well as be applicable in addressing the problem of piracy and maritime armed robbery in other parts of the globe.

According to the Traveler Opinion and Perception Survey of 2005, about 107.4 million Americans regularly use walking as a mode of transport during their commute, which amounts for 51% of the total American population. In 2009, 4092 pedestrian fatalities were reported nationwide, out of 59,000 pedestrian crashes. This amounts for 12% of the fatalities in the total traffic accidents recorded, and shows an over-representation of pedestrians incidents. Student evaluation team, M.A.R.S. Consulting Group (M.A.R.S.), conducted an evaluation of the Clark County Wetlands Park (CCWP) Volunteer Program from April 2014 through August 2014. The pre-assessment consisted of a qualitative analysis of the organization’s educational programs, tremendous growth in and establishment of facilities throughout 2013 and 2014, staff responsibilities, and volunteer programs. As a result of this pre-assessment, M.A.R.S. determined that an evaluation of the current volunteer program would have the most impact on the organization.

This qualitative study finds evidence that poverty and homelessness undermine primary social relationships for many low-income people, eroding social capital, and that generalized trust may not be a good proxy for social capital, at least among a largely homeless population. This study also finds a surprising number of references to God, religion and spirituality among largely homeless populations when talking about their social networks, which addresses literature suggesting that church affiliation and religion may be unique in the formation of social capital. This study utilized data from the Southern Nevada Strong ethnographic research project. Ethnographic research was conducted over ten weeks in Summer 2013. Nevada’s competitiveness in receiving federal funding has been a serious and contentious topic that has steered recent efforts to ascertain ways the state can increase and utilize federal dollars efficiently. Nevada is positioned 53rd out of 53 U.S. states and territories in bringing federal dollars to the state, missing out on $1.5 billion annually (Gustafson, 2012). Nevada spends far less on Medicaid (per capita) than any other state.
