In 1994, hostilities between Armenian forces and the Azerbaijani military ceased. Although a lasting peace agreement is still being negotiated, this ending marked the beginning of a long process of landmine and unexploded-ordnance removal in the region bordering Armenia. In 1999, the Government of Azerbaijan and the United Nations Development Programme signed an agreement that established the Azerbaijan Mine Action Programme to deal with landmine and unexploded ordnance clearance. The implementing agency of the Azerbaijan Mine Action Programme is the Azerbaijan National Agency for Mine Action, which is responsible for the planning, coordination, management and monitoring of all mine-action activities …

After the withdrawal of Soviet troops from Azerbaijan and the subsequent destruction of an Azeri ammunition warehouse, a large portion of the southern region was contaminated by unexploded ordnance. Following an incorrect initial estimate and the obstacle of lack of funds, the Saloglu Project, a partnership among NATO, its Maintenance and Supply Agency, and the Azerbaijan National Agency for Mine Action, was undertaken to clear the UXO. There is still work to be done, but much has already been accomplished.

The Azerbaijan Campaign to Ban Landmines (AzCBL) is a nongovernmental, apolitical, nonprofit organization that was founded in June 1998 in order to work toward a mine-free Azerbaijan. The authors describe how AzCBL and partner organizations are working to improve programs such as social welfare, career assistance, rights awareness, health care and psychological support for mine victims.

Due to years of conflict, Azerbaijan has become yet another territory contaminated with dangerous landmines and unexploded ordnance; however, the Azerbaijan Mine Victim Association, a nongovernmental organization which started in the Terter region of Azerbaijan, has been working hard to help assist mine victims. Their organization, a product of the International Eurasia Press Fund, has received international recognition by organizations such as the Economic and Social Council of the United Nations and is continuing to provide mine-risk education and support for survivors and their families.

The expansion of clearance activities in Azerbaijan has been largely due to the creation of an Emergency Response Team and the implementation of new tools. Thanks to these additions, ANAMA has been able to respond quickly to requests for clearance in residential areas and in the field.

Problems with explosive remnants of war in Azerbaijan stem from emplacement of mines by the Soviet Union between 1988 and 1994. Mines were used along Azerbaijan’s expansive border region and military installations. More recently, ERW have been left behind from Azerbaijan’s battles over territorial integrity. The International Eurasia Press Fund has developed a program to address the needs of mine victims in one of the country’s most heavily mined regions. From 1988 to 1994, Azerbaijan was engaged in an armed conflict with its neighbor Armenia and armed forces of the territory of Nagorno-Karabakh. A ceasefire was negotiated in 1994, but a peace agreement is still underway. During the conflict, both sides used landmines. Forces from both Armenia and the self-declared Republic of Nagorno-Karabakh currently occupy about 20 percent of land within Azerbaijan, making demining difficult in those areas.

As a young man in a war-torn area of Azerbaijan, Elnur Gasimov experienced the shock of being severely injured by a piece of unexploded ordnance. Today, Gasimov’s personal experience has inspired him to work as the Team Leader of the Training and Quality Assurance Team at the Azerbaijan National Agency for Mine Action to ensure what happened to him will not happen to other citizens of his country. Gasimov’s resilience and dedication to his work make him a hero in the demining community.

From June until October 2004, the Azerbaijan National Agency for Mine Action (ANAMA) Countrywide Survey Project on Mine/UXO Survivors' Needs Research was implemented. Research has revealed about 2,300 mine and UXO survivors in Azerbaijan, and a wide range of needs of 1,883 of them has been studied. The new questionnaire form, added to the standard Information Management System for Mine Action (IMSMA) Casualty Incident Form, has covered a wide range of mine survivors' needs and served as a basis for research.

The Survey Action Center (SAC) envisions post-conflict societies being free from the impact of landmines in order to boost peace, stability and economic development. Since 1998, 14 surveys have been conducted, including one in northern Iraq by United Nations Office of Project Services (UNOPS) and one in Lebanon through the Mines Advisory Group (MAG) and the Vietnam Veterans of America Foundation (VVAF). In 2003, seven surveys are being conducted with SAC support. This article describes the current status of the Landmine Impact Surveys (LISs) in Afghanistan, Angola, Azerbaijan, Bosnia-Herzegovina, Eritrea, Ethiopia and Somaliland.

In July 1998, following consultation with its UN partners, the United Nations Mine Action Service (UNMAS), acting in its capacity as a focal point for all mine-related activities within the UN system, offered to field a multidisciplinary inter-agency mission to assess the requirement for further UN assistance in Azerbaijan. The mission found a serious dearth of recorded data concerning mine/UXO casualties. Even agencies dealing directly with mine victims, such as hospitals and prosthetic centers, have no mechanisms to disaggregate data on mine/UXO victims from other war-related injuries.

On April 28, 2003, at the North Atlantic Treaty Organization (NATO) Headquarters in Brussels, the presentation of a project on clearance and destruction of pieces of UXO on the territory of a former Soviet military warehouse near Saloglu village in Azerbaijan took place. The presentation was part of the Regular Meeting of Political Military Steering Committee of NATO’s Partnership for Peace (PfP) Program. The project has been approved and the “green light” has been given for the fundraising process and subsequent implementation of the Saloglu Project to begin.
