The decline in support for public housing investment in the U.S. prompted the federal government to pivot towards tenant-based rental subsidies by establishing the Housing Choice Voucher (HCV) program, a revised version of Section 8, in 1998 (Edson, 2011). Through the HCV program, administered by the Department of Housing and Urban Development (HUD) through Public Housing Authorities (PHAs), low-income households can receive rental subsidies without being locked into a neighborhood or rental unit, allowing for increased socio-economic mobility. Student loan debt is in the trillions. So why aren't Americans more mad about that? This thesis explores the how the submerged nature of student loan policy shapes the politics around it. Suzanne Mettler suggest that federal student loan policy is part of the submerged state where Americans do not "see" the role of government within the student loan program. However, I argue that this is not that reason. Limitations Of Law Enforcement Involvement In Harm Reduction: A Multivariate Analysis Of State-Level Policies And Overdose Deaths, Marilyn L. Brach

Research Question: How do state-level policies authorizing law enforcement to carry and administer Narcan while on duty shape overdose mortality?

Methods: State-level policies Narcan administration policies were examined and categorized. A cross-sectional regression analysis was performed to evaluate the factors influencing state variation in drug overdose deaths. Following bivariate analysis, a panel regression analysis was then executed to precisely estimate the relationship between state-level law enforcement Narcan administration policies and drug overdose deaths.

Results: The cross-sectional analysis provided findings that were largely consistent with the current literature. A higher proportion of non-Hispanic white individuals and a higher proportion of individuals …

This research investigates the relationship between Muslim religious identity and immigrant incorporation outcomes in the United States. There is much existing literature discussing the outcomes of different immigrant groups to the United States, but Muslim immigrants have been largely left out of the discussion. Through interviewing Muslim immigrant residents of Connecticut, I discovered a two-fold relationship between Muslim identity and immigrant outcomes. On one hand, Muslim immigrants were able to incorporate more successfully through their Muslim religious community, such as their mosque. Close to half of Hartford’s total population identifies as Hispanic, with a portion of those individuals being immigrants or migrants to the city. As a community with a significant presence in Hartford, the political incorporation of Hispanic immigrants and migrants is necessary to ensure the adequate representation of all Hartford residents. This thesis investigates the extent of institutional support for Hispanic immigrant and migrant political incorporation in Hartford. Since Pakistan’s inception, Gilgit-Baltistan, a sprawling region in Northern Pakistan, has not been granted provincial status due to its colonial association with the disputed region of Kashmir. Gilgit-Baltistan refutes its forceful integration with Kashmir, an unfortunate remnant of British divide-and-rule strategy, and demands provincial recognition and constitutional rights. Pakistan unfairly claims that it awaits the UN-sanctioned plebiscite in Kashmir to determine the region’s status. However, the likelihood of a plebiscite is little to none, since the Indian government officially annexed Indian-held Kashmir in August 2019, breaching the UN resolution on the plebiscite. This research seeks to outline the current understandings of Gender-Based Violence (GBV) in academic literature and how it contrasts from the ways governmental and non-governmental bodies interpret and address GBV. A little more than a yearlong investigation in Chile, Nepal, Jordan, Spain, and the United States serves as the foundation of the research. It continues to slowly lose population. Metropolitan-level economic growth remains elusive. Its status as a shrinking city and metropolitan region has consequences for its systems of infrastructure, especially its regional system of airports. This study illustrates how shrinking cities theory applies to Cleveland's airport system. This thesis presents a new way of looking at and studying gentrification in light of the significant differences of opinion on the subject still found in scholarship roughly 50 years after it first appeared in scholarly literature. Understanding why gentrification does not occur may provide the broadly accepted insights into the phenomenon that studies so far have failed to provide. This thesis examines the impact of the Title IX proposed new guidance that Secretary of Education under President Trump, Betsy DeVos, released in November 2018 as well as institutional administrator’s responses regarding how these proposed changes will impact their students and their ability to do their jobs. College Women's Interest In An Over-The-Counter Oral Contraceptive, Haley Dougherty

The purpose of this thesis was to learn whether an over-the-counter (OTC) oral contraceptive pill would benefit college students. To find out, I conducted sixteen semi-structured interviews with college students from Trinity College and Capital Community College, both located in Hartford, Connecticut. All participants either currently took oral contraceptives or had taken them in the past. This thesis accepts as its premise that oral contraceptives should be available OTC, but as a policy solution to increase access, I found that an OTC pill would have a limited effect.

This thesis explores the ways in which neoliberal governance takes place in Hartford, CT, particularly as the city struggles to make ends meet. It looks at the Hartford's dependence on corporations, and its growing political and economic alignment with universities. This research examines the effects of urban renewal on the city, and how post-war policies and development shape the inequalities that exist in Hartford today. Lastly, this thesis examines the inequalities and spatial dynamics in Hartford's Southside neighborhood, Frog Hollow, and between Trinity College and Frog Hollow in particular.
