Encouraging a more sustainable commuter mode shift and improving urban transportation systems have the potential to reduce anthropogenic greenhouse gas emissions (GHGs), a major contributor to climate change. Replacing some single-occupancy vehicle (SOV) trips with alternative modes of transportation, such as public transit, walking, or bicycling, represents one approach to begin reducing transportation-related emissions. The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

Albion, Michigan’s African American community built a robust, diverse, and thriving city in the early 20th century. Jobs were plentiful and wages allowed for healthy communities to sprout up across the city’s landscape. During this period Albion’s overall population more than doubled, and its African American community grew exponentially over the course of six decades. However, for many in the African American community, societal and economic gains were overshadowed by a crippling shortage in viable housing options. There are many opinions surrounding the importance and effectiveness of emergency exercises and their influence on the response phase of emergency management. Understanding how exercises affect emergency response operations can help training and exercise programs enhance the structure and implementation of meaningful, strategic exercises. However, there is limited research available to validate this. This qualitative study analyzed the responses of 106 survey participants and found that exercise participation positively impacted the ability of individuals to respond to incidents and disasters. This study probes the limits and possibilities of US military efforts to facilitate the transition from warfighting to nation-building. Most comparative studies conceive the complexity of this transition along a spectrum from conflict to humanitarian assistance to post-conflict stabilization. While the last two stages have often been interpreted as a coordinated act of civil-military ‘nation-building’; the spectrum, in fact, represents an ideal type simplification.
