Winners And Losers In The Remaking Of American Healthcare Payment Systems Following The Aca : A Theory Of Private-Actor Policymaking And Implications For Democratic Decision Making, Heather G. Bennett
Legacy Theses & Dissertations (2009 - 2024)
On March 23, 2010, President Obama signed the Patient Protection and Affordable Care Act into law, thereby ushering in the most sweeping, expansive changes to the American healthcare system since the creation of Medicare and Medicaid in 1965. Supporters, including healthcare advocates, celebrated the passage of the ACA as a defining moment in healthcare history. As broad policy reform influenced practice on the ground in the months and years after passage, physicians working in private practices and hospitals changed some things about the way that they treat patients. Yet, following interviews with doctors and medical office practice managers to talk …
Right Size Me : Policy Responses To The Obesity Eidemic And Behavioral Change, Wenhui Feng
Right Size Me : Policy Responses To The Obesity Eidemic And Behavioral Change, Wenhui Feng
Legacy Theses & Dissertations (2009 - 2024)
Obesity is a critical health and social concern. Almost 40% of American adults are obese, creating more than $300 billion dollars in annual medical costs. While obesity is a public concern that has been on the policy agenda for some time, obesity policies have proven difficult to formulate, adopt and implement in practice. In this dissertation, I explore three obesity-related policies – adoption of obesity prevention policies by local health department, calorie labeling on restaurant menus and food assistance benefits – and find the importance of ideological and political considerations for obesity policies at different stages in the policy process …
The Impact Of Principal Leadership On Teacher Perception Of The Annual Professional Performance Review (Appr), Barry Alexander Finsel
The Impact Of Principal Leadership On Teacher Perception Of The Annual Professional Performance Review (Appr), Barry Alexander Finsel
Legacy Theses & Dissertations (2009 - 2024)
Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). Under its first version (§3012-c), APPR used …
Endogenous Policy Design In Healthcare : A Case Study Of Emergency Department Crowding, Katrina Alexandra Hull
Endogenous Policy Design In Healthcare : A Case Study Of Emergency Department Crowding, Katrina Alexandra Hull
Legacy Theses & Dissertations (2009 - 2024)
The United States’ health care system has faced growing per capita use, and subsequent crowding, of the emergency department since the 1990’s, evidenced by longer wait times and the institution of ambulance diversions. Emergency departments are but one element of a complex system, with difficulties which persist despite policy efforts.
Assessing The Sustainability Of Collaborations Between Local Health Departments And Nonprofit Hospitals For Population Health, Christopher Mierow Maylahn
Assessing The Sustainability Of Collaborations Between Local Health Departments And Nonprofit Hospitals For Population Health, Christopher Mierow Maylahn
Legacy Theses & Dissertations (2009 - 2024)
In 2008, New York’s health commissioner asked LHDs and nonprofit hospitals to collaborate with community partners to conduct community health needs assessments, identify two or three health priorities to focus on, and implement evidence-based strategies to address them. The actions taken as part of the New York State Prevention Agenda mirrored the IRS rules and PHAB recommendations that followed. The dearth of published studies on public health-hospital collaborations and the momentum to understand how communities in New York have responded to the IRS rules and PHAB standards are the impetus for this research.

Understanding The Adoption And Implementation Of Body Worn Camera Policies In State And Local Governments And Their Effects On Police Behavior, Sunyoung Pyo
Legacy Theses & Dissertations (2009 - 2024)
The body worn camera (BWC) policy in the United States was introduced as a response to public demand for governmental action to decrease police use of deadly force after several highly-visible police shooting incidents involving Black residents occurred. Given the recent introduction of BWC technology, past studies on BWCs have primarily focused on examining whether BWC implementation influences the desired outcomes including a decrease in police use of force and citizen complaints. However, a deeper analysis of why BWCs were adopted and implemented and how their implementation influences everyday police work activity can provide a more comprehensive understanding on the …
Human Error In Police Involved Shootings, Paul L. Taylor
Human Error In Police Involved Shootings, Paul L. Taylor
Legacy Theses & Dissertations (2009 - 2024)
Police use of deadly force has become one of the most contentious and controversial aspects of the U.S. criminal justice system. Yet, the vast majority of police shootings never rise to the level of public consciousness (Zimring, 2017). Instead, the public discourse and controversy tends to center on a handful of cases that appear excessive and/or are difficult to understand (Pickering & Klinger, 2016). As a result, these cases have a disproportionate impact on the public’s perception of police legitimacy and competence, particularly when it comes to their use of deadly force (Gua, 2014). The outcomes of many of these …
Education, Skills, And Wage Outcomes Among Mid-Career Adults : A Cross-National Study, Kai Zhou
Education, Skills, And Wage Outcomes Among Mid-Career Adults : A Cross-National Study, Kai Zhou
Legacy Theses & Dissertations (2009 - 2024)
Interest in the role of non-cognitive skills on successful life outcomes (such as academic performance) has increased in recent years. Policy makers in many countries have prioritized the learning of non-cognitive skills in the school curriculum and training frameworks. Although studies in labor economics have provided important insights about the impact of non-cognitive skills on earnings (e.g., Lindqvist and Vestman 2011; Heckman, Stixrud, and Urzua 2006), solid evidence about how labor markets produce or facilitate the acquisition of non-cognitive skills in different country settings is lacking. The linkage between education, skills and wages has been at the core discussion of …
