This Hot Topic discusses the Attorney General's Opinion No. 98-155, which addresses whether National Guard weekend drills are considered training under the law and subject to the military leave provisions of the Tennessee Code Annotated (T.C.A.). According to the Attorney General's opinion, "Weekend training appears to be within the statutory terms of the T.C.A." The term "training" ordinarily would encompass the term "drill." Effective May 19, 1998, Public Acts 1998, Chapter 1101, was a new law governing annexation and incorporation in Tennessee. Changes in annexation and incorporation included a required countywide land use planning process that limits annexations and incorporations to certain areas and subjects them to new restrictions. The law also gave counties a major new role in the annexation planning process and in annexation and incorporation decisions. It also preserved their revenues in newly-annexed and incorporated territories.

The Ad Hoc Study Committee on Annexation, established by Lt. Governor Wilder and Speaker Naifeh, worked through the fall of 1997 and into the 1998 legislative session to develop a new vision for growth policy in Tennessee. Under the leadership of its co-chairs, Senator Robert Rochelle and Representative Matt Kisber, the Ad Hoc Committee vigorously pursued a solution that seeks to meet the public service demands of commercial and residential growth, while maintaining the character of Tennessee's rural areas.
