BETWEEN THE HEAD of tide above Bangor to where it widens into the bay at Searsport, the Penobscot River shifts from a flowing freshwater waterway banked by cedar and pine to a brackish, wave-lapped marsh with a rocky shoreline. In this estuary, salt concentrations fluctuate as the winds and tides push sea water and sediments back and forth. The estuary and the river that feeds it have taken on a new character recently, and have become an international example of watershed restoration. Milk production has played an integral role in the culture, landscape, and economy of Maine’s agriculture. Maine dairy farmers have faced numerous sustainability challenges to economic, environmental, and social aspects of their industry. Like many other complex social ecological systems, the Maine dairy industry faces a gap between scientific knowledge and actionable management or policy. Getting to coastal waters in Maine can sometimes be a challenge, for despite the state’s 5,400 miles of mainland and island shoreline, only about 12% is in public ownership. Yet the public does have longstanding, although limited, rights to support traditional coastal uses along privately owned shoreline. In addition to the rights to “fish, fowl, and navigate,” members of the public have a variety of other means to secure access to shoreline areas and ocean waters. Planning For Sustainability In Small Municipalities: The Influence Of Interest Groups, Growth Patterns, And Institutional Characteristics, Vanessa R. Levesque, Kathleen P. Bell, Aram J K Calhoun

How and why small municipalities promote sustainability through planning efforts is poorly understood. We analyzed ordinances in 451 Maine municipalities and tested theories of policy adoption using regression analysis.We found that smaller communities do adopt programs that contribute to sustainability relevant to their scale and context. In line with the political market theory, we found that municipalities with strong environmental interests, higher growth, and more formal governments were more likely to adopt these policies. Consideration of context and capacity in planning for sustainability will help planners better identify and benefit from collaboration, training, and outreach opportunities.

Effective natural resource policy depends on knowing what is needed to sustain a resource and building the capacity to identify, develop, and implement flexible policies. This retrospective case study applies resilience concepts to a 16-year citizen science program and vernal pool regulatory development process in Maine, USA. We describe how citizen science improved adaptive capacities for innovative and effective policies to regulate vernal pools. We identified two core program elements that allowed people to act within narrow windows of opportunity for policy transformation, including (1) the simultaneous generation of useful, credible scientific knowledge and construction of networks among diverse institutions, …

Policy Brief: Lifespan Respite Care Reauthorization Act, The 2015-2016 Cohort Of New Hampshire Leadership Education In Neurodevelopmental And Related Disabilities (Nh Lend) Program Trainees.

Policy Analysis

The Lifespan Respite Care Act (PL 109-442) provides critical support for families caring for loved ones at home. Family caregivers in the United States provide an estimated $470 billion worth of uncompensated care—a figure that exceeds the total Medicaid budget for 2013 (NAC Task Force, 2016). According to the National Respite Coalition, access to respite care helps protect caregiver health, strengthens families, keeps marriages intact, and prevents the need for expensive institutional long-term care. Reauthorization of the Lifespan Respite Care Act is essential to the well-being of individuals in need of long-term care and their families affected by long-term health …

This thesis argues that a transformative justice discourse needs to be adopted by the current field of transitional justice in order to account for the many developments in the field. Using the case of the Maine Wabanaki-State Child Welfare Truth and Reconciliation Commission, it presents the innovative approaches and unique context the Commission operates in, following a transformative methodology to affect fundamental social change through the political, economic, and social structures that allowed the violence and harm in question to pass. As Maine residents look toward the future, it is increasingly clear that more sustainable waste and materials management solutions will be necessary. A recent stakeholder engagement process involving nearly 200 industry professionals, municipal representatives and citizen groups confirmed this point. As we move together toward a more sustainable waste management system, participants in the engagement process identified an outstanding need to learn more about policies options. This article responds to that need with a review of state level policies designed to reduce waste generation and increase material recovery rates. Connecting Rivers For Healthy Ocean Fisheries, Catherine Schmitt

Across Maine, communities and land owners are reconnecting rivers and streams by improving road crossings, fixing broken culverts, and removing dams and other barriers. There are many reasons for doing this work, including preventing costly repairs associated with flooding and washouts, enhancing water quality, increasing wildlife habitat, and restoring fish populations. Connecting Rivers explores some of the ways that streams connect inland lakes and forests and the sea. This first fact sheet in the series focuses on connections between populations of migratory river fish (alewives and blueback herring) and groundfish (e.g., cod).

The Rapid Response Plan for Management and Control of the Chinese Mitten Crab is intended to guide efforts to mitigate the further introduction and spread of the Chinese mitten crab in the northeastern United States and Canada. Due to the unique challenges of invasive species introductions to marine and coastal ecosystems, the mitten crab and other existing and potential marine invasive species are more difficult and often more costly to manage or control than freshwater aquatic or terrestrial invasive species. These challenges include ecosystem connectivity across vast geographic areas, ocean currents and tidal influence, and shipping- and ballast-related vectors for …
