My goal is to support the development of a comprehensive, evidence-based, plan to connect four counties in eastern Massachusetts with local Scouting resources to enhance preparedness efforts. The counties of Essex, Middlesex, Norfolk, and Suffolk comprise the geographic footprint of the Sprit of Adventure Scout Council (SoA). SoA’s newly established partnership with the Federal Emergency Management Agency (FEMA) needs recommendations on where to stage preparedness and response efforts.
