Governing And Managing Multi-Modal Transit Agencies In A Multicentric Era, Sy Adler, Sheldon Edner

We explore the dynamics of governing and managing multi-modal regional transit agencies through a case study of the Tri-County Metropolitan Transit District (Tri-Met), which provides bus and rail transit services to the Portland, Oregon, metropolitan area (see map). Along with other similarly constituted firms in the United States transit industry, Tri-Met confronts the challenge of providing service in a geopolitical context that is quite different than when the agency was created. Conventions, trade shows and meetings represent an industry of considerable size in the United States. In a 1984 survey, the International Association of Convention and Visitors Bureaus estimated a total of 20.5 billion dollars of annual expenditure generated by 54.3 million delegates nationwide. Despite its economic importance, the industry has received little analytical attention in the literature on tourism. In this paper we develop and estimate a model of demand for metropolitan convention facilities. Our results suggest that metropolitan convention activity is sensitive to both cost and attraction-related factors.

Cultural competence is a set of congruent behaviors, attitudes and policies that come together in a system, agency or professional to work effectively in cross-cultural situations. The word culture is used because it implies having the capacity to function effectively. A culturally competent system of care acknowledges and incorporates - at all levels - the importance of culture, the assessment of cross-cultural relations, vigilance towards the dynamics that result from cultural differences, the expansion of cultural knowledge and the adaptation of services to meet culturally unique needs.

In the last two decades there has been a movement in the mental health field toward improved services to children and families who are members or" minority populations. The material below reports on the results of a contract between the Hillsboro Union High School District and the Center for Urban Studies, Portland State University. This contract reflects the District's desire for additional information concerning community ideas and perspectives on District programs. The District had suffered a series of levy defeats at the ballot box, despite significant budget reductions. The result was a major financial shortfall that produced significant program reductions, including the curtailment of athletic programs and busing services. Evaluation Of Vertical Equity In Residential Property Assessments In The Lake Oswego And West Linn Areas, James G. Strathman, Dirce Toulan

This report presents a statistical evaluation of vertical equity in the pattern of residential property assessments in the Lake Oswego, West Linn and nearby unincorporated areas based on an application of the Paglin-Fogarty method to a sample of recent sales. A vertically regressive pattern of inequity in assessments, which is characterized by systemmatic under-assessment of higher-valued properties and overassessment of lower-valued properties, was found. Based on the entire sample, it was estimated that a typical $75,000 property was overassessed by about $4,700, and a typical $175,000 property was underassessed by $8,800.

Twenty-four parents and professionals from around the country recently attended a training session in Portland, Oregon designed to promote and improve parent/professional collabora tion to better serve children with emotional handicaps. The overall training goal was to provide each of the parent/professional teams with materials and skills they could take back to their regions and share through local workshops. The training workshop was held October 5-9, 1987 on the campus of Portland State University, and was hosted by the Research and Training Center to Improve Services for Seriously Emotionally Handicapped Children and The ir Families.

Dissertations and Theses
Adolescent shoplifting has provoked limited and somewhat controversial perspectives within the sociological and psychological literature. These controversies center around the empirical variables used for analysis. A companion argument focuses on the subjective and objective measurement of these variables. This research explicated variables from the sociological literature to test their relationship, using multiple linear regression, to adolescent shoplifting behavior. These variables and situational stimuli were operationalized in a simultaneous model to demonstrate a proximate occurrence of the attitude-situation-behavior reciprocal. This reciprocal is a learning theory which suggests that direct and vicarious experiences accompanied by rewards and punishment, in one's environment, lead …
