Program portfolio managers in digital transformation programs have a need for knowledge that can guide decisions related to the alignment of program investments with the sustainability and strategic objectives of the organization. The purpose of this research is to illustrate the utility of a framework capable of clarifying the cost-benefit tradeoffs stemming from assessing digitalization program investment risks in the military shipbuilding sector. Our approach uses Artificial Neural Network to quantify benefits and risks per project while employing scenario analysis to quantify the effects of operational constraints. This dissertation contributes a framework for analysts and engineering managers to investigate and choose alternative analysis and selection methods based upon their problem and its context. It began as an investigation into the alternative analysis and selection methods used in military planning. The existing military methods were inconsistent, violated the decision science body of knowledge, and provided no guidance to the practitioner on matching methods to problems. These challenges made it necessary to conduct this investigation.

Many regulators, rating agencies, executives and academics have advocated a new approach to risk management: Enterprise Risk Management (ERM). ERM proposes the integrated management of all the risks an organization faces, which inherently requires alignment of risk management with corporate governance and strategy. Academic research on ERM is still in its infancy, with articles largely in accounting and finance journals but rarely in management journals. We argue that ERM offers an important new research domain for management scholars. Successful evacuations from metropolitan areas require optimizing the transportation network, monitoring conditions, and adapting to changes. Evacuation plans seek to maximize the city's ability to evacuate traffic to flee the endangered region, but once an evacuation begins, real time events degrade even the best plans.
To better understand behavioral responses made during a hurricane evacuation, a survey of potential evacuees obtained data on demographics, driving characteristics, and the traffic information considered prior to and during an evacuation. Analysis showed significant levels of correlation between demographic factors (e.g., gender, age, social class, etc.) and self-assessed driver characteristics, but limited correlation with …

The Adaptive Architectures for Command and Control (A2C2) program is a multidisciplinary program that employs a scientific basis for designing and analyzing adaptive and reconfigurable organizational structures at the Joint Task Force level. One of the many complexities of multinational coalition operations stems from differences in culture, military procedures, and command and control processes between the cooperating command centers. These differences can influence the interactions between decision makers of different command centers and can affect the outcome of the coalition operation. A coalition model, composed of individual models of the five-stage interacting decision maker model, was used in a virtual experiment.
