Interoperability across Modeling and Simulation (M&S) and Command and Control (C2) systems continues to be a significant problem for today's warfighters. M&S is well-established in military training, but it can be a valuable asset for planning and mission rehearsal if M&S and C2 systems were able to exchange information, plans, and orders more effectively. To better support the warfighter with M&S based capabilities, an open standards-based framework is needed that establishes operational and technical coherence between C2 and M&S systems.

The goal of this thesis is to identify the role of foreign Islamist charities and terrorist groups in the current conflict in Chechnya. The issue of foreign Islamism in Chechnya is introduced through a general history of the region, including the role of religion in both traditional Chechen culture and in the present war. In the 1980s an array of world events including the dissolution of the Soviet Union, a movement toward restructuring and downsizing government bureaucracies, and rapidly evolving technology prompted significant changes to governments. Many developing nations began the transition from command to market economies, and new government structures emerged to address a variety of root problems including the rise of ethnic consciousness and conflict. As a consequence of these events, changes in societies, governments, and bureaucracies, were drivers for changes to bureaucratic values.

Military and civilian leaders have the responsibility to protect our Nation's critical infrastructure, communities, and symbols of American power from terrorists, home and abroad, as well as from natural disasters. To this end, assessments are conducted to reduce vulnerability. The literature offers multiple definitions of vulnerability and measurement has not been adequately addressed. Thus, the purpose of this research has been to develop and deploy a systems-based model that quantifies vulnerability to critical infrastructure. This article describes active research in commercial maritime port's recovery from security disruptions which explores the synergy of economic and simulation models in investigating the recoverability of ports after security incidents. Previous study has identified decision variables and throughput simulation models of port operation. During winter/spring, 2005, 2,103 Troops to Teachers (T3) program completers and their school administrators from 49 states and the District of Columbia were surveyed to determine whether T3s were more effective in the classroom than traditionally prepared teachers who had comparable years of teaching experience. Respondents also returned information about their schools’ demographics, views about their teacher certification preparation program, and information about themselves, their teaching behaviors, and future plans. Sixty-one percent of the respondents returned completed surveys.
