Seaports are important economic engines serving many metropolitan areas in the United States. Most seaports in the U.S. are public-owned and managed by a set of elected or politically appointed board members. Indeed, this is public governance in action but the field of port governance seems to be focused on the study of operating efficiencies and less concerned with the public governance aspects of seaports.

This dissertation aims at explaining the difference in the degree of e-participation across countries using institution and technology variables. It further looks at how the factors differ in their influence across the three levels of e-information, e-consultation, and e-decision making. Institutional and technology variables are identified using the literature review of offline and online public participation (or e-participation). Using the policy feedback theory and Giddens’ structuration theory a conceptual model depicting the complex relationship between institutional and technology variables is developed. At the community college level, a debated policy is whether to keep the option for late registration. Most colleges define late registration as registration that occurs any time after the first day of the semester (O’Banion, 2012). This critical interpretive study explores the relationship between public policy and visual culture. Drawing from five areas of research literature on (1) policy feedback theory, (2) the spectacle, (3) art and visual culture, (4) Black feminist theory, (5) and critical philosophies of resistance, images of contemporary antiracist activism are conceptualized as a form of policy feedback. The current study examined the effect of automation transparency on user trust and blame during forced moral outcomes. Participants read through moral scenarios in which an autonomous vehicle did or did not convey information about its decision prior to making a utilitarian or non-utilitarian decision. Participants also provided moral acceptance ratings for autonomous vehicles and humans when making identical moral decisions.

It was expected that trust would be highest for utilitarian outcomes and blame would be highest for non-utilitarian outcomes. When the vehicle provided information about its decision, trust and blame were expected to increase. Results showed that moral outcome …
