This dissertation addresses a current gap in collaborative governance literature pertaining to the performance of collaborative regimes. Specifically, it conceptualizes collaborative performance as consisting of outputs and outcomes and offers a novel way to measure them consistently across policy domains. The study tests the contextual, situational, and institutional design factors that lead to enhanced outputs and outcomes of collaborative forums. FISCAL TRANSPARENCY AND FISCAL OUTCOMES: IS THERE A CONNECTION?

This dissertation answers whether a connection exists between an American State Government’s (ASG’s) level of fiscal transparency and attainment of improved fiscal outcomes. Improved fiscal transparency is normatively positive and expected to be rewarded by bond rating agencies with better ratings resulting in lower borrowing costs. Likewise, improved fiscal transparency is expected to lead to lower levels of debt. Yet, no empirical evidence exists to bolster such assertions.

This dissertation is an analysis of the governance structures and functioning of performing arts centers (PACs) in the United States. PACs provide important public services to local communities by exposing the public to arts and culture. There are two research objectives in the analysis. The first objective is to delineate the forms of PAC governance structures. The second objective is to assess how these governance structures affect PACs’ functioning. The dissertation contributes to understanding of management of PACs. Overall, the study identified 187 PACs in the country, with at least one PAC in every state.

The purpose of these three studies is to advance our understanding of the impact of the uninsured on the U.S. healthcare system and specifically the professional components, accounting for 20% of healthcare expenditures in the U.S., roughly $772 billion in 2019. Two of the three studies use linear mixed effects models investigating the consequences of uninsurance on physician providers at the county level. Mainstream explanations of this phenomenon are superficial and mistake symptoms for causes. In this article we present a Marxist explanation of poverty in the high-income countries since the late 19C. This study employs interpretative phenomenological analysis (IPA) which is theoretically rooted in hermeneutic phenomenology. This dissertation advances new arguments about regional integration in Africa. It sheds light on the roles of regional economic communities (RECs) for small-economy states in Africa by examining the benefits and drawbacks of participating in such regional groups for both the small states themselves and their ruling regimes. The study suggests that RECs, rather than being agents of economic development, facilitate regime-boosting agendas of neopatrimonial regimes, promote a sense of (false) sovereignty, and entrench the political elite’s capture of the states.

A great deal of scientific literature addresses the adverse biopsychosocial sequelae of survivors of Intimate Partner Violence/Domestic Violence and the resulting financial costs of Intimate Partner Violence/Domestic Violence to society. Less is known about which clinical interventions can best mitigate survivors’ symptoms, while enhancing their capacity to survive and ultimately leave the abusive relationship. The economic well-being outcomes of youth who are removed from foster care status due to reaching the age of ineligibility (i.e., age out) is an important issue in public health and social work. This study investigated the interrelation between simultaneously embodying both a sex and race/ethnicity (i.e., intersectional identity), circumstances experienced through age 19 (i.e., foster care experiences), and economic well-being indicators at age 21, using secondary administrative data from a 4-year longitudinal study (N = 4657).
