To harness the leading role of science and technology innovation and accelerate the construction of a modern industrial system, it is necessary to establish an innovation policy ecosystem that coordinates science and technology, education, economics, and social policies. Compared with this demand, China’s current science and technology innovation policy still needs to be further improved in terms of policy horizontal and vertical coordination, industrial technology research organization mechanism, innovative enterprise subjectivity, industry-university-research cooperation innovation incentives, and resource allocation marketability. Since the 18th National Congress of the Communist Party of China (CPC), the central and local finance, in accordance with the requirements of President of the People's Republic of China Xi Jinping, gave full play to their functions, and introduced a series of policies and measures to support scientific and technological innovation, which has effectively promoted the development of science and technology in China. The article reviews the basic situation of financial support for scientific and technological innovation in the past ten years from nine aspects, and looks forward to the future development and reform of financial science and technology.

Strengthening basic research is one of the key strategies to achieve high-quality self-reliance of science and technology. On the occasion of the Centenary of the Communist Party of China, we review the development of science and technology in China and summarize the experience of promoting basic research to practical application. We also point out that the construction of innovation culture initiated by Chinese Academy of Sciences is useful to create a favorable environment for the basic research. Moreover, we describe the experience of how CAS Key Laboratory of Pathogenic Microbiology and Immunology promotes basic research to practical application.
