Researchers in the field of irregular conflict have observed that irregular forces such as insurgents and guerrillas have been victorious or forced draws in a greater percentage of conflicts over the past century compared with the century prior. More generally, researchers and practitioners have sought to better understand why seemingly weaker, irregular forces are able to win some wars against enemies who have significant material and other conventional advantages. The heterogeneous nature of aging has led policymakers to reconsider how seniors are impacted by localized decision-making and implementation efforts (Remillard-Boilard, 2018). Drawing on the lessons learned from previous shared services projects at the City, it aims to answer the question: "What factors promote or discourage shared services between a local government and its agencies?" The 7th edition of the Mine Action Technology Workshop, a biennial event organized by the Geneva International Centre for Humanitarian Demining (GICHD), took place from 7–8 November 2019 in Basel, Switzerland. High-Tech Development In Late Developing States: Taiwan's Semiconductor Success, Owen Farley

This paper examines the development of Taiwan's semiconductor industry and the differing narratives on the factors contributing to the industry's success. The paper argues that both State-led policies and public institutions, as well as the experience and networks of returnee entrepreneurs, together facilitated the development of Taiwan's semiconductor industry, specifically the pureplay-foundry. Significantly, we argue that State-led policies were often tailored to attract the human capital as well as financial capital these returnees possessed and then incorporate their technical skills, managerial know-how, and knowledge of industry trends within State institutions. The disruptive arrival of Uber, Lyft, and other transportation network companies (TNCs) into American cities ignited arguments on how policy-makers should regulate such entities. Policy debates started among policymakers, companies, and existing industries and interests. In attempts to persuade policy, actors adopted a variety of language and used different levels of government to achieve policy goals. In almost all cases, TNCs were able to gain favorable policy through image framing and venue shopping – the key components to Punctuated Equilibrium Theory (PET). Supply chain managers of small and medium-sized enterprises face cost inefficiencies in meeting human, physical, and technology capital requirements. Small and medium-sized enterprise supply chain managers who fail to implement cost-efficiency strategies risk jeopardizing profitability. Grounded in the chaos theory, the purpose of this qualitative single case study was to explore the successful strategies SME supply chain managers used to create cost efficiencies to remain profitable. This qualitative study examined how decision-makers and teachers have responded to offer education for all Palestinian students at the immediate onset of the COVID-19 outbreak and how technology is being used to continue education online. Semi-structured interviews were conducted with 20 participants from parents, teachers and decision-makers in Palestine. Interview transcripts were coded using a grounded theory design with a constant comparative method. The findings show that participants identified that technologies such as mobile devices, social media and cloud computing would be useful for design and delivery of educational materials as well as raising safety awareness, and communication during the …
