On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

Lottery policies have been created by many states to generate additional funds to support public initiatives, such as higher education scholarships. In 2009, Arkansas adopted a lottery to generate higher education scholarships. The purpose of this qualitative case study was to examine the Arkansas state lottery policy design process to better understand how the Social construction of higher education students and other citizens became embedded within the policy. Teacher quality has a significant impact on both student learning gains and later life outcomes. With this is mind, policymakers implement reforms to attract and retain more effective educators. A major obstacle for designing these policies is that the ingredients for training, as well as initially identifying, effective teachers remain largely a mystery. However, there are strong theoretical arguments for certain education policy reforms producing improvements in the quality of the teacher workforce. One increasingly popular example is performance-based pay. Performance pay has the potential to better align teachers' incentives to produce increases in student achievement. In higher education and in engineering education in particular, changing majors is generally considered a negative event - or at least an event with negative consequences. An emergent field of study within engineering education revolves around understanding the factors and processes driving student changes of major. Of key importance to further the field of change of major research is a grasp of large scale phenomena occurring throughout multiple systems, knowledge of previous attempts at describing such issues, and the adoption of metrics to probe them effectively. Introduction: This study examines demographic and socioeconomic factors of racial/ethnic groups in New York City between 1990 and 2009 – particularly Latino educational attainment in public school.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: Several trends emerge about the school-aged population overall in terms of absolute numbers and relative proportions. The school-aged Latino and non-Hispanic Black populations increased greatly between 1990 and 2000, …

KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …

This paper is a first attempt to scope the possible content and learning processes that could be used in a holistic Learning for Disaster Resilience (LfDR) approach as a possible improvement to current disaster education, communications and engagement practices. The research found that LfDR should not only cover public safety aspects, but also learning about the community itself, including how to reduce its vulnerabilities and strengthen resilience. In relation to learning process, a review of learning theory found four broad learning theory groups - behavioural, cognitive, affective, social – that have relevance to LfDR. When it comes to education, Nevada’s reputation as a low‐performing state in no way reflects a shortage of reforms. The politics of high‐stakes accountability characteristic of federal education policy since the 1980s has resulted in much reform, but “small change” in terms of funding and improved outcomes in the Silver State. This brief examines the history of Nevada education reform and why Nevada must reform its approach to improving schools by turning its attention from unfunded mandates to adequate and equitable investments in education. Executive Summary LIFT-Boston, a local non-profit organization, entered into a collaborative partnership in September 2012 with McCormack Graduate School Public Policy Ph.D. students and faculty to develop and execute a research project. This research focuses on veterans in rural communities who have less access to mental health providers. The Yellow Ribbon Task Force program promoted and encouraged engagement in mental health care for veterans in rural communities, although future policies should enhance already existing clinical practices to increase standards for care. For further study, researchers should focus on evaluating initial program implementation and pilot testing in a variety of states and rural populations.

As policies surrounding immigration are in the forefront of our political discourse, this paper seeks to address the experience of Latino students in the US education system and the resulting impacts. After a thorough review of scholarly literature on the matter as well as data from the US Census Bureau and research institutions, this paper finds that Latino students are being left out of the US education system. Latino students across the country are dropping out of high school at rates greater than their white counterparts. This disparity in high school graduation rates has created a barrier in the education …

Since the 1980s, the standards and accountability movement in U.S. education has focused heavily on reform at the classroom and school level, with insufficient regard for how social, political, and community contexts impact student learning and achievement (Berliner, 2006; Horsford, 2010; Noguera, 2003; Oakes, 1989; Wells et al., 2004). This emphasis on standardization and high-stakes testing has stigmatized, and in many instances, penalized low-income and historically underserved students and communities through the use of student subgroup and school designations. After a long process of judicial action, states have revised the education funding distribution systems to meet the legal requirement of providing both horizontal and vertical funding equity between districts (interdistrict) in the state. A major part of the judicially required reforms was a shift to weighted student funding or funding which provides differential amounts of education funding dependent on the estimated needs of students based on their individual characteristics. However, little research has been done to examine the equity of the funding distribution systems between schools within districts (intradistrict).

For decades, theories of bureaucracy have emphasized the importance of organizational mission in thriving organizations. This dissertation will examine the role of organizational mission in schools, particularly, a sample of schools that participate in the Milwaukee Parental Choice Program, the nation's oldest and largest school voucher program. Using teacher and school leader survey data, coupled with measures of student achievement, it will measure mission coherence and correlate it with a variety of outcome variables of interest. It will also take a particularly close look at the role of mission in religious schools.

This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. High schools are tirelessly pondering ideas of enhancing the learning environment by increasing academic engagement and safety. This phenomenology study was designed to report and analyze the perceptions of selected students about their academic engagement and safety while attending one high school. Data for this study were obtained through interviews that were conducted on two levels: focus group and individual interviews. The results indicate that uniforms by themselves have little to do with a student's academic engagement. Students believe that their teachers play a big part in the way that they participate in educational tasks. They also believe that engaging …

In an attempt to gauge the educational progress of the nation and each state, Education Week has published state report cards since 1997 in its annual Quality Counts series. The 17 h annual report - Quality Counts 2013 - was released in January. Overall, Arkansas maintained last year’s ranking of 5 th among the 50 states and earned the highest score of the eight states in the U.S. that received a B- (dropping from a grade of ‘B’ last year). Structural inequalities in American public education are inextricably tied to deep-seated patterns of racial and economic segregation. Children in poor neighborhoods are less likely to have the household resources, neighborhood institutions, or school amenities necessary for a good, challenging education. In response, a growing number of organizations have launched initiatives to simultaneously revitalize neighborhoods and improve public education, emphasizing youth participation as an essential component in their efforts. We draw upon ethnographic data from two such organizations to examine their practice of place-based critical pedagogy in community development. Cybersecurity threats to the nation are growing in intensity, frequency, and severity and are a very real threat to the security of the country. Academia has responded to a wide variety of homeland security (HS) threats to the nation by creating formal curricula in the field, although these programs almost exclusively focus on physical threats (e.g., terrorist attacks, and natural and man-made disasters), law and policy and transportation . In the following thesis, using Aucoin's (2011) theoretical framework, I juxtapose the discourses neoliberalism and humanitarian "access" as they relate to describing the potential outcomes of ICT adoption in education. Through a content analysis, I sought to answer the research question: To what extent have the discourses of neoliberalism and "access" used in regional ASEAN policies influenced ICT policymaking at the national level of its member states? The findings demonstrated a slight difference between ICT policies published prior to the 2011 ASEAN policy, but those published "after" were all also published in 2011 which may point to forces outside of …

This paper will examine how the politics of colonialism and independence during the twentieth century, as well as the culture of each country, have created and limited secondary educational opportunities for women in Tanzania and in Rwanda. I will argue that the English and Belgian colonizers' goals of the education systems in colonial Tanganyika and Ruanda-Urundi-how much education they thought was appropriate for women to have and their overarching goals in creating the education systems in the colonies-shaped the place of women within Tanzania and Rwanda today.
