In 2020, almost one in five Nevadans was over the age of 65.[1] However, within this age group, women outnumber men due to longer life expectancies[2] and migration patterns. Women over 65 years of age make up an estimated 18.1% of the female population in Nevada.[3] Of the male population in Nevada, 15.1% are over 65 years of age.[4] Older women are less likely to be married, are less likely to have completed a bachelor’s degree, are more likely to drop out of the labor force, and are more likely to be living in poverty in …

Violent offenses are part of the history of humankind, and as such, both male and female violent offenders have perpetrated these acts, often with gender differences between male and female offenders present. As more women leave the home and enter the workplace, the gap in gender roles has narrowed, so it follows that this narrowing may also be reflected in the actions of violent offenders. Although there are various explanations for the narrowing of the gender gap in crime, understanding the differences between male and female offenders can help inform gender-based interventions. This research examines the phenomenon of care occupations paying less than other occupations with similar levels of human capital investment. The paper evaluates the high concentration of women, especially Black women, the resulting wage penalties, social closure theory, temporal flexibility, and positive externalities as possible explanations for this problem. Potential solutions like raising the minimum wage and subsidizing education for care workers are also addressed.

Background and Purpose: In the United States, women on average are paid $0.83 for every dollar earned by male counterparts. Creating a family can promote heightened obligations for both parents, however, women tend to take on amplified responsibility associated with childrearing. Studies show females are more likely to utilize parental leave (PL) compared to men. Our study aims to evaluate the impact of PL usage on financial and earning potential based on gender.

Executive Summary
Parent-child community events like father-daughter dances are a celebrated tradition in many communities. However, when these events specify the gender of who can participate, they exclude many families. They also tend to reinforce gender stereotypes (e.g., a dance for girls and a sports event for boys), and are legally questionable for public school and associated P.T.A./P.T.O. sponsors that may be violating federal Title IX requirements and for local governments that may be violating the 14th Amendment to the U.S. Constitution’s Equal Protection Clause.

Systematic Review Of Racial, Ethnic And Gender Differences On Financial Knowledge In The United States, Luisa Blanco, Cruz Garcia, Rosemary Gutierrez

We conducted a systematic review of racial, ethnic, and gender differences on financial knowledge in the United States. We reviewed journal publications that specifically study or consider racial, ethnic, and gender differences in financial knowledge during the period 2010-2021. We include in this review a total of 33 papers, where nine focus on racial and ethnic differences, 14 focus on gender differences, and 10 consider racial, ethnic, and gender differences. From the reviewed studies, we estimate the average financial knowledge racial and ethnic gap, where Whites score on average 19 percentage points higher than Blacks, 14 percentage points higher than …

Gender And Performance In Public Organizations: A Research Synthesis And Research Agenda, Sanghee Park

This study examines the variations among empirical findings of gender effects on the performance of public organizations; and identifies avenues for future efforts in the scholarship of gender and public administration. The meta-analysis using 72 studies published between 1999 and 2017 demonstrates that studies reporting statistical significance of female leadership and gender representation in the workforce tend to find a positive impact on performance. Study characteristics such as policy types/areas, time scopes, geographical context consistently affect the findings of gender effects, while the variance in measurement strategies and publication status do not make a difference in empirical evidence.

For the first time in the thirty years of mine action in Afghanistan, as part of an initiative of the United Nations Mine Action Service (UNMAS), in June 2018 a mixed-gender demining team was deployed by the Danish Demining Group (DRC-DDG) to clear landmines in Bamyan Province, in the central highlands of the country. A minefield was successfully cleared in six months. Following the success of the first project, in 2019 the same demining team was deployed once again to Bamyan to clear other hazards, including the last known minefield in the province. Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. Our regression models find that jurisdictions led by women were more likely to have adopted redistributive programmes and practices encouraging …

In times of crises and emergencies, violence against women tends to increase. The outbreak of COVID-19 has resulted in severe precautionary measures such as social isolation, physical distancing, staying at home, curfews and lockdowns, which brought “normal” life to a halt and created a temporary convergence between the public and the private. The lack of gender equity in the public sector is a critical issue, especially for emergency services. We explore the gendered nature of firefighting and policing at both professional and organizational levels. We assess gender equity by asking the following questions: (1) How have understandings of gender in emergency services evolved over time? (2) What are the normative implications of emergency services' lack of gender equity? In this paper we explore whether countries led by women have fared better during the COVID-19 pandemic than those led by men. Media and public health officials have lauded the perceived gender-related influence on policies and strategies for reducing the deleterious effects of the pandemic. We examine this proposition by analyzing COVID-19-related deaths globally across countries led by men and women. While we find some limited support for lower reported fatality rates in countries led by women, they are not statistically significant. Country cultural values offer more substantive explanation for COVID-19 outcomes. We offer several potential explanations for the pervasive …

In 2018, the GICHD took the decision to elevate the topics of gender and diversity at the highest level of its new 2019-2022 Strategy. This included a strategic objective to promote gender equality and inclusion and the empowerment of women and girls. In March 2019, the Gender and Mine Action Programme (GMAP) and the GICHD entered in a new agreement which saw the integration of GMAP as a division of the GICHD. The dissertation investigates why variation exists in gender policies that challenge traditional power hierarchies across central and eastern European (CEE) countries and the role of political parties in this process. I first ask how gender issues get onto party agendas and then test whether parties in government that have campaigned on gender issues ultimately deliver on their promises. I examine three policy domains, marginally affected by the EU and international "soft" norms, affirmative action in the labor market, father's leave, and anti-domestic violence policies.

Who participates in multilateral disarmament meetings? Building on recent studies, this report investigates patterns of participation in disarmament, non-proliferation and arms control forums. In addition to overall levels of participation, we look at two indicators in particular – the gender balance of meeting delegations and the development status of the states these diplomats represent. We also examine the link between those two indicators: to what extent gender balance of diplomatic forums is associated with the socioeconomic composition of the group.

The first academic piece bringing a feminist perspective to bear on tax law dates to the early 1970s, when Grace Blumberg published “Sexism in the Code: A Comparative Study of Income Taxation of Working Wives and Mothers.” Contemporaneously, none other than Ruth Bader Ginsburg (along with her tax lawyer husband Marty Ginsburg) brought a feminist perspective to bear on tax law when she argued Moritz v. This study synthesized previously conducted research and identified additional research needed to attract, promote, and retain women in the transportation industry. This study will detail major findings and subsequent recommendations, based on the annotated bibliography, of the current atmosphere and the most successful ways to attract and retain young women in the transportation industry in the future. Oftentimes, it is perception that drives women away from the transportation industry, as communal goals are not emphasized in transportation. Mine action comprises a set of activities aimed at reducing the risks from landmines, cluster munitions and other explosive remnants of war. By returning safe land, housing and infrastructure to people and assisting victims, it restores livelihoods, re-establishes an environment for communities to live, work and thrive in, and accelerates development. Mine action never occurs in a vacuum; it takes place in social and cultural contexts where different gendered power relations exist and therefore does not automatically benefit women, girls, boys and men from different backgrounds to the same degree. Vocational Training Programs And Youth Labor Market Outcomes: Evidence From Nepal, S Chakravarty, M Lundberg, Plamen Nikolov, J Zenker

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

A growing body of literature has documented leadership styles by gender. This study examines if directors of Master of Public Administration (MPA) programs accredited by the Network of Schools of Public Policy, Affairs, and Administration exhibit gender differences in leadership styles. Such differences may affect the implementation of public administration and how effective MPA directors are in achieving positive outcomes. Using a mixed methods approach—specifically, exploratory sequential design utilizing qualitative data and analysis, followed by a quantitative survey—we find that there are some gendered differences among public administration directors. In 2016, women represented 16.6% of all Chief Administrative Officers (CAOs) in local governments across the United States. Previous studies have investigated gender disparities in managerial representation, which is explained by the glass ceiling phenomenon; however, little is known about whether the women that occupy these male dominated positions have the similar levels of responsibilities as their male counterparts. Thus, the purpose of this dissertation is to understand if gender disparities in levels of work authority manifest as a new form of the glass ceiling.
