Researchers at the Maine Rural Health Research Center describe a methodology for identifying Rural Health Clinic encounters within the Medicaid claims data using Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files.
Background: There is limited information on the extent to which Rural Health Clinics (RHC) provide pediatric and pregnancy-related services to individuals enrolled in state Medicaid/CHIP programs. In part this is because methods to identify RHC encounters within Medicaid claims data are outdated.
Methods: We used a 100% sample of the 2018 Medicaid Demographic and Eligibility and Other Services Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files for 20 states …

The Tribal Transportation Planning Needs Assessment Study was a collaborative project conducted by Caltrans and the Mineta Transportation Institute, San Jose State University. The primary goal of the project was to identify the current state of transportation planning activities and partnerships within Tribal governments in California, so that Caltrans can meaningfully engage more actively with Tribal governments early in the planning process and better meet the transportation needs of Tribal communities. The study focused on the 109 federally recognized Tribal Nations in California, and collected data through a survey questionnaire. The key task undertaken by the study team was to …

Greater Portland Health (GPH) in collaboration with Preble Street Resource Center was awarded a Medication Assisted Treatment: Prescription Drug & Opioid Addiction (MOUD-PDOA) grant from SAMHSA. The GPH MOUD-PDOA project will include a mixed-methods evaluation led by Catherine E. Cutler Institute. The evaluation team will build knowledge and provide feedback to inform the implementation and refinement of the GPH MOUD-PDOA Program.

- Document program strategies and identify barriers and facilitators to implementation

The economics of abundance, along with the sociology of abundance, the law of abundance, and so forth, should be re-framed, linked, and situated in a common context for empirical rather than conceptual research. Abundance may seem to be a new, big thing, between anxiety over information overload, Big Data, and related technological disruptions. But scholars know that abundance is an ancient phenomenon, which only seemed to disappear as twentieth century social science focused on scarcity instead. This chartbook provides an overview of Rural Health Clinic (RHC) characteristics and issues using data from CMS’s Provider of Services file, Medicare Cost Reports, and the Robert Wood Johnson Foundation’s’ County Health Ranking and will be useful to policymakers and others interested in the performance of RHCs nationally. It can also be useful to RHC administrators to benchmark staffing patterns, productivity, and efficiency. Finally, it provides a discussion of the challenges related to collection and reporting of RHC quality data.

In 2017, the Chittenden County Regional Planning Commission (CCRPC) completed the most recent update of the region’s Active Transportation Plan (ATP) with the goal of creating “a safe, comfortable, and connected regional network of pedestrian and bicycle routes that appeal to all ages and abilities”. Developing a “robust” bicycle count program was one of the key non-infrastructure recommendations in the ATP (CCRPC, 2017). Child welfare agencies experience workforce turnover (14-20% annually) that can be costly and result in poorer outcomes for children and families. Although turnover is often acknowledged as a significant problem, it is not one that is easily understood or addressed. The following tips and strategies being implemented by jurisdictions working with the QIC-WD may be helpful for child welfare administrators, legislators, and other policymakers seeking to utilize agency data to answer pertinent child welfare workforce questions.

This chartbook examines 2016 HIV prevalence and the availability of HIV prevention, testing, and treatment services across the rural-urban continuum and by US Census region. Publicly available county-level HIV prevalence data from the CDC and state-produced HIV surveillance reports were used to estimate HIV prevalence across the rural-urban continuum. HIV prevalence data include all diagnoses of HIV infection, with or without a stage 3 (AIDS) diagnosis. Geocoded data on organizations that provide prevention, testing, and treatment services related to HIV were obtained from the National Prevention Information Network.
HIV prevalence is higher in urban counties than rural counties (399 per …

This report summarizes the collaborative effort of Healthy Acadia, its providers, the Downeast Substance Treatment Network, and Downeast Substance Use Response Coalition, to combat opioid use disorder (OUD) in Downeast Maine through multiple evidence-based strategies.
Project goals included the reduction of barriers to accessing medication-assisted treatment (MAT) and the enhancement of MAT services by improving provider capacity through training and implementation of best practice treatment.

The eight QIC-WD sites have worked with the QIC-WD to determined which intervention to implement and evaluate to strengthen their child welfare workforce. These decisions came after a thorough needs assessment through which human resources (HR) data was examined to uncover the root causes of child welfare caseworker turnover. The sites recognize that turnover is not caused by a single issue, so they had to consider which aspect of turnover they could address in partnership with the QIC-WD. In the database of demining accidents, injuries are classed as either Severe or Minor. Injuries likely to be life threatening, to require surgery or to result in permanent disability are rated as Severe. All others are rated as Minor. This distinction is for convenience and is not intended to reflect on the discomfort and/or hardship associated with the injury. In some cases, injuries were not recorded in detail but I have resisted the temptation to infer detail. Note that, in very severe injuries, only the most severe injury is generally recorded.

Communicating complex ideas to diverse stakeholders is central to reliable decision making. Stakeholders may vary greatly in their interest, familiarity, or expertise with data regarding a policy, program, or practice. Well-designed data visualizations provide a platform for engaging stakeholders in ways that are tailored to their interest, familiarity, and expertise.
