Early termination of a pregnancy (hereinafter referred to as an “abortion”) has been debated in the United States (U.S.) for decades, without much regard to the negative outcomes that forced pregnancies have for those assigned female at birth regarding poverty, mental health and maternal mortality. In 1973, access to safe abortions was protected so long that the procedure was done within the legal gestational period and/or was necessary for the health and safety of the patient (Blackmun, 1972). Between 2010 and 2018, Kittitas County, Washington faced an influx of Solar Power Production Facility (SPPF) proposals that challenged its traditional rural land management governance. Despite state support of decarbonized energy, variegated interpretations of project permitting procedures induced heated contentions amongst stakeholders. To explore this, this research constructs a multijurisdictional legal framework for SPPF advancement. It uses these laws to divulge the permitting processes of three case study projects founded in Kittitas County’s renewable energy history: The Wild Horse Wind Facility, the Iron Horse Solar Project, and the Columbia Solar Projects. This study was intended to dissect the inner workings of the newly implemented Bill C-36 in Canada, The Protection of Communities and Exploited Peoples Act through a mixed methods approach. This was done through comparing statistical research (demographics, crime data, and overall economic state) within Regina to interviews conducted with those individually involved in prostitution and the community of the city. The Economic Impact Of The Oso Landslide: A Hedonic Approach, Sarah Pratt

Mass wasting, or landslides, commonly occurs in Washington State, posing risk to individuals residing in the area. The 2014 Oso landslide, the deadliest mass-wasting event in United States history, increased awareness for mass-wasting hazards in western Washington. Studying single-family homes from 2004-2017, this research uses a hedonic property model to measure consumer willingness to pay for a home in a mass-wasting hazard area after the Oso landslide and finds that home values in Snohomish County decreased by 11% after the Oso disaster.

This research examines the perceived quality of experience for safari tourists in relation to wildlife viewing proximities and the potential of educational interventions as a management strategy to mitigate adverse impacts of safari participant crowding. Crowding emanates from the safari tourist preferences to obtain close proximity to animals, particularly large mammals. Recognizing these preferences and associated impacts to animal behavior defined in previous research, we develop and deliver a survey instrument designed to measure the perceived quality of experience of the safari tourist while controlling for the viewing proximity variable. Social well-being indices measure how fishing communities are likely to be affected by social-ecological perturbations, and are a significant tool to identify the primary issues influencing communities’ sustained participation in fishing activities. In an attempt to further our understanding of how communities are affected by such perturbations, we have developed a rapid assessment methodology to test the external validity of a set of well-being indices that measure community vulnerability. Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. In response to a dual problem of critical water scarcity and rapid population growth, leaders of metropolitan Las Vegas implemented a region-wide, internationally marketed sustainability campaign. Preliminary studies found that, while sustainability policy attains its rhetorical goals, solutions initiated not only perpetuate but also purposefully expand the original dual problem to justify continuous water resource acquisitions. To examine this sustainability conundrum constructed by leadership—problem-perpetuation rather than problem-resolution—a critical examination in resource management asked two basic questions: what is being sustained and by what means? The relationship between national litigation and state legislation was studied. Seven areas of student rights were used in categorizing Washington State's educational laws and policies, and twenty-three precedent-setting United States Supreme Court cases. The results showed support for the hypothesis that national litigation impacts state legislation in educational policy-making. Implications for and impact that this has upon the future are discussed.

The Cost To And The Public Relation Effects Of Federal Education Dollars To The Local School District, Raymond L. Cooper

The costs and public effects of using federal vocational education dollars in the local school district were studied. Twenty-five Washington school districts were randomly selected. Financial data were compiled and a survey distributed to these schools. The results showed increased use of federal vocational monies resulted in increased local administration, as school size decreased use of federal monies decreased, smaller schools spend more money per student, and local advisory committees feel that vocational education needs federal monies.

The Significance Of Projecting Enrollment In Determining School District Apportionment Revenue In Washington State For 1979, Charles M. Plesha

The enrollment of the Sunnyside School District for the 1979-80 school year was estimated. This enrollment figure determined the potential staff allocation size, which in turn determined the 3010 apportionment revenues from the state. Revenues, likewise, determined the district's 00, 30 and 97 programs' staff expenditures. Those predictions were made for the general fund budget only. In addition, other revenues received from the state by Sunnyside School District, which effected the 3010 apportionment account, were explained. Actual historical enrollment data of Sunnyside School District No. 201 were utilized to make all projections as meaningful as possible.

Many of the important questions whose resolution shaped twentieth century Canadian-American relations developed out of real or imagined conflicts of interest in the Pacific region during the latter part of the ninteenth century. The United States had no diplomatic representation in Canada, but consuls in British Columbia and the Yukon kept the Department of State well informed of developments which affected American interests. With emphasis on the period between 1880 and 1906, this paper describes the roles played by the consuls in the definition of problems that arose from disputes over boundaries, resource use, smuggling and extradition.
