Preface This document comprises a summary and analysis of a benchmark index and learning tool that assesses the capacity of countries in the Asia-Pacific region to carry out sustainable publicprivate infrastructure partnerships, as of June 2011. The methodology is based on a similar study of Latin America and the Caribbean published in 2009 and 2010. The index was built by the Economist Intelligence Unit and commissioned by the Asian Development Bank (ADB). The views and opinions expressed in this publication are those of the Economist Intelligence Unit and do not necessarily reflect the official position of the ADB. An Economist …

Bugs For Sale: Legal And Ethical Proprieties Of The Market In Software Vulnerabilities, Taiwo Oriola
Taiwo Oriola
Software vulnerabilities are inherent errors or mistakes in software programming and designs, and arguably the weakest link in digital information architecture with high propensity for rendering information systems infrastructure susceptible to compromise and hacking. Given the increasing reliance of the global economy on digital platforms with concomitant imperatives for securing sensitive intelligence, business and personal data, the need for continual corrective patch of perennially recurring critical software bugs is at once urgent and sacrosanct. This has precipitated research and a thriving market in software vulnerabilities, an integral element of the burgeoning multi-million dollars information security industry that epitomizes the externalization …

Identifying And Responding To Africa's Security Challenges, Emmanuel Aning
Emmanuel Kwesi Aning
This chapter discusses a broad range of new and emerging security challenges that affect and impact the survival of Africa's constituent states. It seeks to (a) understand the dynamics and mechanics of the narcotics trade and the manner in which it impacts the content, particularly West Africa, which is now known as the "coke coast"; (2) identify and analyze the threat of cyber crime; and (3) examine the strategies for coping and responding to these challenges within the broader framework of initiatives undertaken by the Economic Community of West African States (ECOWAS) and the African Union.

• Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and required restaurants to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 55 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have stalled. Although restaurants …
Changes In The Labor Market, Vernon Briggs
Changes In The Labor Market, Vernon Briggs
Vernon M Briggs Jr
[Excerpt] The service-oriented economy has an undeservedly bad reputation. The notion of a service-oriented economy somehow conjures up an impression of a nation of "hamburger flippers." That's not where the growth in employment is coming in the service sector. In fact, the greatest increases in the service sector are coming in the professional and technical areas. Fully one-third of the growth in employment since 1972 has occurred in the professional-technical worker classification. Eighty percent of the managerial jobs in the United States are in the service sector. As a consequence, the changes require a better prepared labor force than we've …
Illegal Immigration And The Dilemma Of American Unions, Vernon Briggs
Illegal Immigration And The Dilemma Of American Unions, Vernon Briggs
Vernon M Briggs Jr
[Excerpt] Over its long and often turbulent evolution, the American labor movement has confronted few issues as persistently and as difficult has those related to subject of immigration. By definition, immigration affects the size of the labor force at any given time as well as its geographical distribution and skill composition. These vital influences, in turn, affect national, regional and local labor market conditions. Most immigrants directly join the labor force upon entering the country, as do eventually most of their family members. Hence, organized labor never has ignored immigration trends. As Samuel Gompers, one of the founders of the …

Do Immigration Networks Of Connectivity Facilitate Illegal Immigration?, Kattalina Berriochoa, Gregory Hill
Gregory C. Hill
Illegal immigration is one of the most contentious policy issues facing the United States. This analysis seeks to address the factors that influence the persistence of immigration through illegal means and the effects of these immigrants in a receiving country. We posit the hypothesis that illegal immigration persists due to the increasingly connected networks between receiving and sending countries. We utilized a comprehensive overview of recent literature and interviews with undocumented immigrants to present an analysis of the individual incentives, social networks, and structural factors that amalgamate to generate the practice of illegal immigration. This paper will present illegal immigration …

Much Ado About Nothing?: Undocumented Students And Student Performance, Greg Hill, Daniel Hawes
Gregory C. Hill
In 2009 alone, over 1500 bills relating to immigration were considered by all 50 states, resulting in over 350 new laws and resolutions. Indeed, immigration policy, and particularly illegal immigration, is a salient topic for state and local policy makers and those who are responsible for implementing public policy. Arguably, this increased salience in immigration policy is driven by at least two factor; 1) a failure to comprehensively address immigration policy at a national level and 2) political and media attention on anecdotal claims regarding the deleterious costs illegal immigrants have society. With respect to education policy, since 2005, 74 …

Crisis Opportunism: Bailouts And E-Scads In The Gfc, Judy Johnston, Alexander Kouzmin, Kym Thorne, Stephen Kelly
Adjunct Professor Stephen J Kelly
As a response to the junk debt-inspired global economic crisis, governments, with supra-national organizational approval, have appropriated billions of taxpayers dollars for bailouts, have set up special funds and underwritten depositors savings in the desperate hope of alleviating the threat of rapid, economic decline and systemic destruction of value. Whether these governments have a democratic mandate for such unprecedented action is debatable. More importantly, though, is whether such decisions amount to good re-regulatory policy. First, it is known that some of the bailout money to large corporations has been squandered by oligarchic recipients and appropriated by them in their own …

Student Activism And Curricular Change In Higher Education, Mikaila Arthur
Mikaila Mariel Lemonik Arthur
While higher education is still far from universal in the United States, it plays an increasingly large role in shaping our collective understanding of what knowledge counts as legitimate and important. Therefore, understanding the college curriculum and how it is changed and shaped helps us to understand the overall dynamics of knowledge in contemporary society. This book considers the emergence of three curricular fields that have developed and spread over the past half century in American higher education - Women's studies, Asian American studies and Queer/LGBT studies. It details the broader history of their development as knowledge fields and then …
