In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. Research on the marketization of the nonprofit sector and how it has come to operate in more business-like ways has been well documented in recent years. This research has largely focused on how marketization has pervaded the nonprofit sector, yet little research has been done on how business-like values and modes of acting are manifesting in nonprofits. Even less understood are the impacts marketization may have on foundational civic values in the nonprofit sector. Non-profit organizations and community programs work with at-risk youth to teach social-emotional skills like empathy, self-confidence, and self-efficacy. This research aimed to examine best practices for community programs that use human-animal interaction as an intervention for at-risk youth. Specifically, the phenomenological study aimed to review the successful strategies that community programs when working with the at-risk youth population. The challenges faced and how these type of community programs measure their success were also important purposes of these research.
