Annually, close to 1,000 Canadian workers die due to work-related injuries, exposures and disease. A lack of training and skills can contribute to this loss of life for many. Employers of all kinds, including municipalities, have a responsibility to protect workers and reduce risk to the organization through training activities. Known hazards, like the operation of vehicles and equipment require training before a worker can be deemed competent. Inevitably, preventable and non-preventable collisions will occur involving fleet vehicles and equipment. On October 26, 2017 Oxford County became the first municipality in Canada to deploy gasoline-electric hybrid ambulances as part of their Community Sustainability Plan aimed at reducing greenhouse gas emissions and promoting low-carbon transportation. The Oxford solution utilizes aftermarket hybrid electric-gasoline propulsion systems that leverage two primary technologies: regenerative braking, which uses the inertia of the vehicle to store energy in a battery cell during deceleration; and acceleration assist, which uses this stored energy to assist propulsion of the vehicle during acceleration events and thereby reduces gasoline consumption and carbon dioxide emissions. Municipal councils in Ontario are charged with the administration and control of organizations through the Municipal Act, 2001. Councils are responsible for the financial and service performance of a wide variety of activities. Should the activities and finances be poorly linked, this could lead to an accountability disconnect. This research explores how well municipalities in Ontario link strategic planning to financial planning, and how they communicate this to the public. Nine municipalities were randomly selected representing small, medium, and large municipalities in the south, central, and northern regions of the province. Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In the 1980s and 1990s, the International Monitory Fund and World Bank introduced a balanced scorecard engineered under the structural adjustment program, but it was unable to improve infrastructure project efficiencies. This is a case study of performance-based and budgeting reforms in National Park Service (NPS). The study examines the effects of reform initiatives on the agency’s administration, budgeting, and management. Previous research suggests that current reform initiatives are more effective than those of the past. Further research on reforms suggests reform impacts, while small or non-existent at the agency level may be significant at the sub-agency level. The main reform studied here is performance based budgeting (PBB), under the Government Performance and Results Act (GPRA). Most evaluation capacity building (ECB) approaches use staff training as the method to build evaluation capacity (EC) in organizations. ECB has rarely been understood and empirically studied at the organizational level. The present study fills this gap by using an organizational learning perspective. Specifically, the study was a response to the following research question: do organizations with high EC differ from organizations with low EC in terms of OLC? OLC was measured using five measures of organizational learning: staff empowerment, staff development, external alignment, experimentation, and clear organizational goals. This paper examines whether a performance management system would help the amalgamated City of Ottawa achieve the advantages sought by amalgamation by using a Balanced Scorecard (BSC) to assess the potential benefits for the municipality. The findings reveal that by implementing a comprehensive performance management system, Ottawa would realize the full benefits and efficiencies of amalgamation.
