There are several problems in the study of the growth and analysis of roads and highways. The first purpose of the study is to determine the stages of expansion in the State Highway System of Kentucky with respect to the density and the types of roads in Kentucky. A comparison has been made with other states of the nation with regards to percentage of roads paved and the total road mileage during the same stages.

Past experience in New Mexico has shown that the traditional agency line-item budget does not serve as a tool for making rational decisions about state government because it does not present the appropriate information needed by the decision-makers. To make rational decisions and policies, the Governor and the Legislature both need to know more about an agency than the cost of salaries and travel. Planning-Programming-Budgeting was introduced in New Mexico in 1969 with the hopes that it would be developed into the tool needed for making rational decisions effecting the state. This study examines the Intra-Urban Mass Transportation System. The current, single-mode oriented, national policy of urban transportation is studied and its physical deficiencies and social ramifications are explored. This study relates to public administration in that urbanism is one of the seven “new directions” that Dwight Waldo outlines in his emphasis of professionalism in public administration.

The study was started with the hypothesis statements that there was a need for a national balanced urban transportation policy, and that the acceptance of this policy at a national level is hampered by political problems. These hypothesis statements were shown to be valid, …

This report on municipal manpower in the City of Boston is one of a series of Urban Observatory studies designed to improve the effectiveness of City policies and programs. Focusing on the City's requirements for administrative, professional and technical staff, the study examines current patterns and problems, identifies existing strengths and weaknesses, and offers a number of recommendations aimed at upgrading municipal performance by expanding the cadres of qualified staff. While the findings identify serious deficiencies, they also point to opportunities for effecting substantial change over the next decade.
