In January 2015, the Power Five Conferences of the National Collegiate Athletic Association (NCAA) passed a new policy to change the procedure by which the amount of athletic financial aid is calculated and provided to student athletes (Sherman, 2015). Policy 15.02.2 of the NCAA Regulation Handbook states that institutions can provide athletic financial aid based on the cost of attendance rather than the cost of living (National Colligate Athletic Association, 2017). Santa Clara County conducts a Senior Nutrition Program (SNP) in conjunction with the City of San Jose, the Outreach Paratransit Program and local community-based organizations (CBOs) like Sourcewise (Lam, 2015). These programs combined represent a significant investment of public funds, with more than 45% of the SNP program’s funding coming from the county General Fund (Lam, 2015). Such a large financial commitment needs to demonstrate some benefit to the participants, and some positive outcomes from the current program design. The American Foundation for Suicide Prevention (AFSP) has been at the forefront of the battle to reduce suicide through education, fund raising, lobbing, and support efforts to those in need of suicide prevention services, as well as those who have lost someone. There are many non-profit organizations which provide immigration and other legal services to immigrants in Santa Clara County. However, the capacity of legal services providers and their partners still face daunting challenges when trying to meet an overwhelming need that contrasts with limited resources (McAllister, 2015). Under these circumstances, the quality and effectiveness of immigration legal service providers in delivering their services is a subject of concern for immigrant groups. Community-based organizations are best suited to help immigrants with the legalization process (Cordero-Guzman, 2005) and their integration into the economic, political, and social mainstream in the long run.

The goal of this paper and the included “Santa Cruz County Recidivism Study of Post-Realignment Offenders (2011–2016)” is to provide a meaningful presentation of recidivism rates for Santa Cruz County and, in doing so, help Santa Cruz County agencies to better design recidivism reduction programs, highlight the problems every county faces in trying to conduct recidivism reduction studies, and provide a roadmap for what is and is not possible for policymakers who are increasingly demanding more refined data sets and streamlined data for budgeting.

The US Environmental Protection Agency (EPA) has programs designed to protect the navigable waters of the United States from urban runoff pollution. One source of polluted runoff regulated by EPA is from construction sites. In support of this effort, the California Regional Water Quality Control Board issued a regional National Pollutant Discharge Elimination System (NPDES) Permit called the Municipal Regional Permit (MRP). The goal of the MRP is to provide consistent regulation of stormwater contaminants across multiple jurisdictions (CRWQCB, 2015).

This study identifies a shortfall of solid emergency preparedness between organizations and individuals in Gilroy, providing a gap analysis in disaster mitigation on the civilian side. The City of San Jose has been working on the Hotel/Motel Supportive Housing Program and Underutilized City-Owned Property project since 2012. The City acquired the Plaza Hotel in downtown San Jose from the Successor Agency to the Redevelopment Authority and leased the property to Abode. Abode converted the rooms into SRO units for the transitionally homeless and occupancy is expected in July of 2017. The program is estimated to operate for five years before it is torn down. The project is unique, as the city has never had a hotel/motel conversion program tailored towards transitionally homeless adults.

  3. Offer recommendations to improve neighborhood safety, sense of security, and appearance in East Palo Alto
