In September 1977, the State Department of Employment Security mailed out forms to every municipality on which to designate whether a particular municipality was to be treated as a "taxpaying" employer or a "reimbursement" employer. On Oct. 20, 1976, President Ford signed into law Public Law 94-566, the Unemployment Compensation Amendments of 1976, which had been passed overwhelmingly by both houses of Congress. The Tennessee General Assembly, by adopting chapter 330 of the Public Acts of 1977, has acted to comply with the federal law. This Technical Bulletin addresses some questions about the unemployment compensation insurance program.
