Trade and business associations and professional membership societies like many other political interest groups in the United States advocate and lobby their interests in the policy arena. Yet, we lack the understanding of how organizational capabilities shape different forms of political engagement in trade and professional associations. Research on the political involvement of tax-exempt organizations has been focused on charitable nonprofits. Nuanced differences between organizations and the pace of change within the national security domain have routinely produced equivocal results involving information and communication technology (ICT) development. These results are characterized by unpredictable costs, unrealistic delivery schedules, and dubious ICT performance in-use. This research is a case study exploration of organizational change involving technology (also referred to as ICT) in the national security domain of the public sector.

The purpose of this dissertation research is to examine the multiple relationships that explain household adaptive behaviors to flooding, and if risk perceptions play a mediating role in these relationships. Given the shift in transferring risks from public flood risk governance structures to households, there is a renewed interest in promoting private adaptive behavior amongst households that are vulnerable to flood impacts. This dissertation examines the differences between individuals who acquire non-profit board positions by actively seeking out these positions and individuals who acquire non-profit board positions in other ways in regards to the concept of public service motivation, antecedents of public service motivation, and characteristics of service. First, Public Service Motivation (PSM) theory is used to study how the concept of public service motivation relates to the method by which individuals acquire positions on non-profit boards. This chapter introduces the readers to a public capital management and budgeting process and its role in generating public infrastructure networks. The main purpose of the chapter is to describe the normative public capital management and budgeting practices that are recommended by the public finance literature. These normative practices are segregated into four main components: (1) long-term capital planning, (2) capital budgeting and financial management, (3) capital project execution and project management, and (4) infrastructure maintenance. This chapter evaluates the 12 countries' capital management practices according to the systematic public capital management and budgeting process described in Chapter 1. The chapter characterizes and classifies the management practices of the twelve countries based on the authors' evaluation using the case study descriptions. The authors offer some initial observations based on comparisons across the case study countries and analysis of relationships between capital management and budgeting practices and political, economic, and public sector variables. The chapter proposes a tentative theory of public investment behavior and offers five propositions regarding the factors driving different practices across the case study …
