Sport is an agent of social change, but that change does not always track in a progressive direction. This project reflects the process of writing and attempting to pass state legislation, Legislative Bill 519, as a college student. LB 519 is an immunity policy for certain drug and alcohol charges that would be potentially prohibitive to a survivor or witness of sexual assault reporting the crime. The first several sections cover the process of developing and introducing legislation. During the COVID-19 pandemic, anti-Asian hate peaked and came to national attention. Given the country-wide scope of this issue, a potential avenue for its address is through federal representatives, and particularly through those representatives who identify as Asian-American. This community’s political participation began long before 2020, and this thesis evaluates how Asian-American representatives have provided meaningful political representation in various situations for a national Asian-American constituency. For the purpose of this thesis, I define substantive representation as an action of a representative, using their particular political powers and privileges, in the interest of their constituents. National research indicates that Title IX of the Education Amendments of 1972 leaves Black girls behind in the pursuit of gender equity. Low rates of participation and high dropout rates in girls sports plague low-income, majority-minority high schools. This thesis investigates whether the national research holds true in Columbus, Ohio, specifically at West High School. Following from a series of interviews with coaches, teachers, and a student, I find that West High School’s athletic program is Title IX compliant, but girls at West High School still face severe barriers to sports participation. In February of 2011, an Iowa high school boy captured national attention when he refused to wrestle a girl at the state championship meet. The media shaped the story into a tale that honored the boy for sacrificing personal gain out of a moral imperative to “never hurt a girl.” Unpacking this incident reveals several “fault lines” in U.S. culture that often derail gender equality projects: (1) religion/morality is interposed as an oppositional and equally weighty social value that neutralizes an equality claim; (2) the agency of persons supporting traditional gender norms is assumed, while the agency of persons contesting …
