The basis of this thesis is that weapons of mass destruction will continue to proliferate and will inevitably - given enough time- be used against civilian populations repeatedly.

As this occurs the opposition between support for international law and the power of the state will intensify. This will go on for some time and will, in all probability, become extremely destructive. Eventually, however, the states (and individual people) of the world will realize that the simultaneous existence of international anarchy and weapons of mass destruction runs counter to long term human survival. This thesis focuses on the importance of truth and memory in the process of transitional justice, within the context of the aftermath of gross violations of human rights that occurred during the military dictatorship of 1976 to 1983 in Argentina. The military junta that ruled Argentina took power under the pretext of national security, arguing that an enemy threatened to destabilize and destroy Argentine society. During the period of the military dictatorship an estimated 30,000 people "disappeared"; relatives of those disappeared mobilized and formed human rights organizations to confront the military regime for its abuses. In this archival study, I explore reasons why India's economic takeoff into marketization in 1991 failed to meet the same success as China in 1979 when it made the same transition. I analyze the impact of education and healthcare on development and how investments in both sectors can yield significant returns privately and socially. The research in this paper seeks to answer the following question: Why was the Indian economy unable to meet the same success as China when developing a global, open market economy?

Challenging economic conditions have led local governments to explore alternative methods to deliver public services to residents. This thesis explores historical contracting out trends and offers new research about contracting out activity by local jurisdictions in the state of Florida. Through an e-survey, the new data examines if cities and counties in Florida increased contracting out activity of public services in response to a declining economic environment and changes in population growth trends.

Since the Treaty of the European Union in 1993, the EU has embraced institutional reforms with the stated purpose of achieving greater unity in foreign affairs. Despite the EU's leading role in the political and economic reforms of former Soviet satellites in Central and Eastern Europe, the EU has been less consistent and cohesive in former Soviet space further east--in regions fraught with undemocratic qualities and places where the EU enjoys fewer credible incentives and less leverage. From Upper Volta to Burkina Faso, is the study of the politics of reaction and reform in a post-colonial nation-state of Burkina Faso. Since its independence from France on 5 August 1960 to 15 October 1987, Burkina Faso, the "land of the upright" people, has experience five changes in government. All of the coups that took place in this twenty-seven year period were reactionary and reforming. The main argument of this thesis is that the penitentiary crisis in Venezuela is brought about an inept criminal justice system whose functioning (or lack thereof) further exacerbates overcrowding in penitentiary facilities as well as violates the most basic human rights. More elaborately, I argue that the unintentional (mis)use of pre-trial preventive detention, one of the consequences of the inept criminal justice system, further exacerbates the overcrowding in prisons and creates serious human rights implications. The politics of Blacks are stereotypically assumed to be the same and share the same race-based root, be it disenfranchisement or solidarity. Given the recent jump in Black political participation and the seemingly race-based and partisan nature "the Black vote" holds, it is essential to investigate what factors drive Black voter turnout as well as what factors contribute to the partisan nature of Black voters. Most other studies of political opinion, turnout, and party preference only consider comparable demographic groups such as men versus women or Blacks versus Whites. In this interplay for power, nation-states may affect each other politically, economically, ideologically or militarily. This thesis examines the organizing strategies and successes of Afro-Argentine civil society organizations (CSO) in Buenos Aires. I argue that despite low representation, Afro-Argentines have strategically designed their initiatives in ways that draw on national discourses of identity rights and nationalism; and, as well, have used cultural inclusion to influence state actors, creating agency and increasing visibility. Afro-Argentines are a highly understudied population due to the common belief that they do not exist in Argentina as a group. The purpose of this study is to explore the mechanics of guanxi in an organizational setting, focusing on the use of interpersonal relationships within Chinese firms to discover how firms initiate, build and use guanxi networks. Two richly detailed case studies document changes that take place over time in two distinct networks with respect to key actors and their contacts. This research also investigates patterns of social structure that emerge over time in these two distinct cases looking at brokerage relationships, network density, and dyadic redundancy in three waves at six month intervals.
