War Tax Free: Institutional Resiliency For War In The United States, Sarah Nelson Bakhtiari

The obsolescence of war taxes in the United States after 1968 is a product of the state's increased institutional resiliency for war. Historically, war taxes were raised for purposes of revenue generation for contemporaneous war spending or wartime inflation control. The state's development of a robust tax system that provides high and automatically increasing revenues over time, along with monetary mechanisms for price stability, obviate the need for war taxes. In particular, the development of the income tax system and the use of inflation-targeting monetary policy expanded the state's warfighting capacity without reliance on war taxes. Late in the summer of 2014, tens of thousands of persecuted minorities fled a genocidal onslaught and took refuge on Mt. Sinjar in Iraq. Stranded by indiscriminate ISIS mortar fire, the group known as the Yezidi faced dehydration and exposure to extreme temperatures on the barren mountain. Ten days later the majority of the trapped Yezidi individuals had escaped through a protected corridor on the ground. This paper analyzes the international response to the Complex Emergency (CE) through network analysis as an alternative to existing civil-military frameworks. This study investigated the role of different leadership styles within Iran and how such leadership changes influenced Iranian foreign policy. The study utilized event-data analysis of Iranian history and current events and discussed the role of realist and idealist to the development of Iran into the regional power it is today as well as how Western relations played a role in developing Iranian foreign policy, particularly with regard to its nuclear development. Different countries use various forms for financing and providing healthcare, and the effects of market forces on the quality, access and economic efficiency of these divergent healthcare markets is the primary subject. The purpose of this thesis is to describe the forces working in the healthcare market. Free-market healthcare systems allow medical providers to become price-setters.
