This thesis examines how the EU as an international organization deals with international crisis situations by looking at its functions and imperfections in its decision-making process. Drawing from theoretical organization theory insights, particularly realism and constructivism, as well as empirical findings derived from two case studies, the goal if this study is to identify the dimensions of crises and find an answer to the question which factors influence decisions on crisis management. The community of Europe today is at a crossroads. Recent pressures, many of them external, are severely testing the integrity of the European Union, as well as the long-standing regional cooperation. Widespread inconsistencies in national policies across member states, especially with regards to economic culture and fiscal policy, have presented the EU with an existential crisis. My hypothesis is that successful regional integration in Europe, however gradual, was not a spontaneous reaction to acute external pressures. "This thesis analyzes the current model of European Union conditionality toward the Western Balkans, which based on a dual approach through the Stabilization and Association Process (SAP). Through SAP, the European Union (EU) is trying to stabilize the Western Balkans, while at the same time associating them with EU policies and supporting them in taking over the EU acquis. "Governance, globalization, and regionalism are all statements regarding the nature of integration in the current international relations system, but they do not readily explain what brings nation-states together in the first place. At first glance, regional institutions seem to be established on a basis of proximity, suggesting a spatial model of regional integration. However, a deeper investigation of the motivations and factors that lead to the creation of these institutions show this is not the case.
