Civil War is a term often used to classify a type of conflict which arises within states. This being so, the exact criteria upon which such a classification of conflict is arrived remains unclear. Additionally, political, dispensational and ideological currents have influenced the classification of conflicts within states by different scholars, so that the determination of conflicts as being civil wars rather than some other kind of intra-state conflict can seem arbitrary. Strategic culture is a concept accepted by scholars and practitioners, but with problematic applicability to states newly independent or emerging from conflict. The elements that comprise strategic culture in the developed world are not always present in emerging states. This research addresses the pertinency of strategic culture in Uganda and Tanzania, and then tests the operationalization of the concept using the case of participation in the African Union Mission in Somalia (AMISOM). The African Union and the international community expected Uganda and Tanzania to contribute troops to AMISON in 2007. In the event, Uganda did and Tanzania chose another path. …

Political Rhetoric: The Modern Parrhesia, Jessica Townsend

The concept of parrhesia, or free speech, was explored by the philosopher Michel Foucault to describe the discourse between a person of high political power and a subordinate, wherein the subordinate is risking his own well-being or freedom in order to convey an unwelcome truth. In Foucault’s Discourse and Truth lectures, he briefly entertains a link between political rhetoric and parrhesia before dismissing the concepts as completely incompatible. According to Foucault, parrhesia requires a dialectic format and a real threat to the speaker, and rhetorical speeches lack both. Africans continue to migrate across the Sahara and the Mediterranean Sea, where tens of thousands have drowned. In Libya, many suffer enslavement and other harsh treatment as they flee persecution or poverty, or both. Yet there have been few studies of their journey. This study, based primarily on some sixty interviews by the author in 2014–2016 with African migrants in Italy and France, provides a portrait of resilience, courage, and strategic decisions that differs sharply from media images of helplessness. Film is arguably a model of reflection and reinforcement of cultural, social, and political values of audience members. Therefore, the images and messages displayed in films are of importance. In this study, film is analyzed in order to determine if Charles Mills’ racial contract is depicted in popular films of 2000-2015. The Racial Contract (1997) suggests that only some people, specifically white people, agree to form a state in which their absolute privileges in the political, economic, and social arenas are guaranteed by virtue of being white.
