Federal Climate Policy Successes: Co-Benefits, Business Acceptance, And Partisan Politics, Roger Karapin, David Vogel

While most literature on federal climate change policies has focused on failures to adopt broad policies, this article describes and explains successes in two important sectors. Regulations to improve the fuel economy of motor vehicles and efficiency standards for appliances and equipment have produced substantial reductions in greenhouse gas emissions although they largely have other goals and hence can be considered implicit climate policies.

Climate change is a threat multiplier by its driving forces of environmental stress and scarcity. In the developing world, countries are hit hardest and most frequently by the effects of climate change, such as severe floods, droughts, and desertification. In this thesis, I argue that existing models for the umbrella-term of climate-security underemphasize dimensions of human security through exclusion of HR violations linked to climate such as subjection to food/water stress, compromised health, displacement, and violent conflict. This dissertation analyzes the existence of two constellations of political forces, emphasizing their relationship to each other and the link between their interests related to China and climate change. It argues that two China-related alignments on climate issues are driven by their opposing approaches to US China relations in general in such a way that the latter predicts the former. Climate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap-and-trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this paper tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation-finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position taking. Dramatic shifts in climate have generated a new form of global displacement. These ‘climate migrants’ challenge the notion of state sovereignty by introducing a new paradigm for global responsibility. I seek to address this emerging demand of sovereignty by outlining the normative mechanisms of state institutions when encountering displaced persons. The extreme cases of disappearing island nations creates stateless population incompatible with standard liberal values of humanitarianism and border security.
