Abstract: In 2009, the United States, and much of the world, experienced the largest economic decline since the Great Depression of the early 20th Century. New York City, the financial capital of the United States, was not immune. In early 2009, the federal government passed the American Recovery and Reinvestment Act of 2009 (ARRA) shepherding a substantial infusion of federal funds to states and municipalities to stimulate local economies and stem the tide of potential job losses.
