The rise of China has sparked a debate on two core questions: what are China's intentions, and, more specifically, does China aspire to become a global hegemon? At the heart of these questions lies the enduring topic of China's grand strategy, its implementation, and its narratives. This paper addresses these questions by examining China's statements regarding its national rejuvenation strategy and its use of military power. The analysis concludes that China harbors aspirations of first becoming a regional hegemon and then challenging the US-led world order. The United States and China are the world’s two greatest economic rivals. The US-China trade war–which started in 2018–is a result of this battle for economic hegemony and has raged on for the past six years. While trade decisions are ultimately up to policymakers, public opinion is a large factor in international policy decisions, and American biases against the Chinese may adversely affect both the American and Chinese economies. In the 2023 annual meeting of China’s parliament, Chinese President Xi made it clear to his political leaders and the world that he was preparing for war. This should come as no surprise after analysis of China's grand strategy points clearly to the intent to surpass the U.S. as the premier global superpower in all respects. China’s rapid expansion is a growing concern to many in the West, yet the history and pattern of its meteoric rise is deeply misunderstood. Surprisingly, its rise may be similar to that of many Western states. This paper will examine a constellation of China’s territorial and cultural expansions. Furthermore, it will examine ongoing and future expansions of the Chinese empire. It will examine Chinese actions in Tibet, the Yunnan Province, the Guizhou Province, Taiwan, the Belt and Road Initiative, and examine China’s ongoing treatment of Uyghur Muslims. The Indo-Pacific is a key focal point of U.S.-China competition due to its geographical, economic, and military significance. China is using political warfare to achieve its strategic goals in the region, influencing other nations to align with its interests. Economic coercion is a key tool of this warfare. This is evident in the Pacific Islands, among America’s treaty allies, in Southeast Asia, and in South Asia. The political process between the Palestinians and the Israelis did not lead to the establishment of an independent and sovereign Palestinian state in accordance with the settlement option that led to the signing of the Oslo Accords in 1993, or as stipulated in international legitimacy. China's Use Of Nontraditional Strategic Landpower In Asia, Sheena Chestnut Greitens

This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

Us-Taiwan Relations And The Future Of The Liberal Order, Christina Lai

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

The paper argues that the rise of China to a position of prominence in the contemporary world offers Western scholars a greatly expanded comparative perspective and, thus, an opportunity to re-assess their fundamental view of social reality. This comparative perspective draws attention to supra-national cultural unities, “civilizations,” first suggested by both Durkheim and Weber.
There are deficiencies in the current understanding of “civilization” in the social science literature, among others exemplified by “civilizational analysis,” and so this paper proposes a new concept which adds to the conceptual apparatus of sociological theory a new — fully independent of others — variant …

The South China Sea is home to natural resources and reefs that benefit its surrounding states. International law divides these waters to grant certain rights to each coastal state so as to ensure fair distribution of the waters. As of late, China’s actions in the South China Sea frequently violate the distribution of waters under international law. They have infringed upon the Philippine’s waters and attempted to establish authority over most of the South China Sea, rather than remaining within their own waters. The South China Sea (SCS) dispute is a longstanding territorial conflict involving several surrounding states. In this paper, I analyze the differences in China’s policies towards the Philippines and Vietnam as China exerts its expansion into the SCS using relevant International Relations theories. The Philippines’ democratic values, alliance with the U.S., small-scale volume of trade with China, and active strategies against China all contradict China’s interests to be the regional hegemonic power. In contrast, Vietnam’s socialist regime, alliance with China, substantial trade with China, and passive strategies do not contradict China’s interests as much and even comply with them. Hence, …

The South China Sea has been a major geopolitical flashpoint of the 21st century due to maritime disputes. At stake are billions worth of aquatic resources and untapped energy reserves. Beyond these, larger issues of sovereignty, maritime rights, and the freedom of navigation are in question. The involved parties in the disputes are China, which asserts its historical ownership of more than 80% of the maritime features, and the ASEAN states of Vietnam, the Philippines, Brunei, and Malaysia, which heavily bank on the United Nations Convention on the Laws of the Sea, in ascertaining their claims. Instances where an actor is experiencing a significant gain in power or is watching the power they once had slowly slip away seem like breeding grounds for conflict. This gives rise to the question: What effect does the rapid rise or decline of a significant actor’s power in the international system have on the likelihood that a system-changing war will occur? Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

Over centuries scores of sinologists have sought to define the essence of China. Philip Ball addresses and goes well beyond the materialist paradigm of Karl Wittfogel’s hydraulic thesis, which described the role of water management in China as stimulating state development. In his theory, government emerged as the central institution to manage transportation, flood control and irrigation. Ball also sees water management as critical in Chinese civilization and injects his description with spiritual and moral content, drawing on poetry, art, biography and extensive reference to historical events. A Constructivist Analysis Of China’S Geopolitical Economic Strategy Toward Africa: A Case Of Sino-Tanzanian South-South Cooperation, Azza Bimantara

This article discusses China’s foreign policy toward African countries by examining Sino-Tanzanian South-South Cooperation (SSC). By utilising a modified, state-centric social constructivism, this study identifies domestic and international realms of China’s normative structure responsible for shaping China’s identities within the international community. It also explains how China can reconcile its competing identities between a Global South and rising great power statuses, which gives China the ability to combine its normative interest (i.e., Global South solidarity) and material interest (i.e., the geopolitical-geoeconomic strategy) into a diverse project of SSC with positive and proactive perception from Tanzania. This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. Effect Of The Zero-Covid Policy On Chinese Fdi Inflows And Government’S Response: Has The Pandemic Led To Distinctive Paradigm Change In China’S Hypergrowth Approach To Development?, Nicolas Demeure, Brice Tseen Fu Lee

This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm.
