Rights, Individualism, Community: Aristotle And The Communitarian-Liberalism Debate, Jeffery Nicholas

I argue that Aristotle could not be a fore-runner to liberalism, because his view of humanity is that human beings are constituted by a community and achieve self-fulfillment only as so constituted. Thus, Aristotle endorses a unique position that defends the freedom and self-development of the individual within the parameters of a social order.

Israeli Coalition Governments: Formation And Duration (1949-1999), Imad Salamey

This doctoral dissertation identifies key aspects that have contributed to the formation and duration of Israeli coalition governments. Most importantly, it differentiates between two historical periods that have shaped Israeli coalition politics. Prior to the 1967 Arab-Israeli War and the election of the 7th Israeli Knesset in 1969, Israeli political parties formed consensual and inclusive coalitions in response to economic, immigration, and external pressures. Low levels of party competition and the dominance of Mapai in the Israeli Knessets further contributed to the formation of large alliances. Post-1969, following the gradual decline of Labor’s electoral dominance, Israeli parties became further polarized …

Lei Feng has been propagandized as a model of emulation for the People's Liberation Army soldiers since the 1960s. This paper uses Lei Feng as a yardstick to measure contemporary young soldiers' general behaviors and orientations. We are interested to find out to what extent contemporary young soldiers have accepted the Chinese Communist Party's political education and have followed the norm set by the Party. It is found that the widely publicized Chinese role model has exerted little influence on contemporary young soldiers. The Eu And The Non-Proliferation Of Nuclear Weapons: The Way To Thessaloniki And Beyond, Clara Portela

This paper discusses EU policies against the proliferation of weapons of mass destruction (WMD). The author states that at the beginning of the century, the EU began taking steps against the spread of nuclear weapons within its Common Foreign and Security Policy (CFSP). In June 2003, the European Council adopted its first draft strategy against the proliferation of WMDs. In order to assess the significance of the strategy, the paper presents and evaluates the Union’s record in the field, reviews the strategy and makes suggestions as to how it can be improved.

Why would a declining power help arm a neighboring and once-hostile rising power? Current international relations literature cannot explain relationships in which one powerful country contributes directly to its long-term relative decline in order to make smaller, short-term gains. This study focuses on one example, the Treaty on Good Neighborly Friendship and Cooperation between the Russian Federation and the People's Republic of China, signed in Moscow on July 16, 2001. Presenting evidence that this alliance embodies a relationship that is based primarily on sales of arms from Russia to China, the authors argue that this association cannot be explained by …

Public-Private Partnership? Shifting Paradigms Of Economic Governance In Ontario, Neil Bradford

In recent years, many governments have embraced new modes of economic governance that rely on public-private partnerships. These forms of governance effectively devolve authority and responsibility from the state, and instead rely on the policy networks found in civil society. This article argues that despite the general enthusiasm for such decentralized collaboration, there is significant variation in its meaning and practice. Comparing the public-private partnership strategies of two governments in Ontario in the 1990s, the article analyzes the origins and progress of two distinctive governance paradigms, looking for signs of economic innovation. Fdr To Clinton, Mueller To ?: A Field Essay On Presidential Approval, Brian Newman, Paul Gronke

Since the 1930s, polling organizations have asked Americans whether they "approve or disapprove of the job [the incumbent] is doing as president." In the early 1970s, John Mueller started an academic industry by asking what drives these evaluations. American politics and the tools available to examine it have changed dramatically since then, inspiring a burst of research on presidential approval in the 1990s. We review this new body of literature, arguing that it builds on but differs importantly from earlier approval studies. What role does environment play in influencing information technology access and skills – over and above individual characteristics such as income, education, race, and ethnicity? One of the puzzles that emerged from our recent research on the “digital divide” was that African-Americans, and to a lesser extent, Latinos, had more positive attitudes toward information technology than similarly-situated whites. And yet, African-Americans and Latinos are less likely to have information technology access and skills, even when controlling for other factors such as income and education (Mossberger, Tolbert and Stansbury 2003).
