Policy Gambit: Conservative Think Tanks Take On The Welfare State, David Stoesz
The Journal of Sociology & Social Welfare
Conservative policy institutes have reevaluated their position regarding welfare and begun to present proposals to change social welfare policy. Instrumental in this development are the American Enterprise Institute and the Heritage Foundation, conservative think tanks which have developed projects for the purpose of making social policy more consonant with conservative philosophy. If progressive organizations are to reassert their role in the policy process, they will have to use some of the aggressive techniques pioneered by the conservative think tanks.

During the last seven years, there has been a significant shift to the right in the ideological perspectives of Amencan political institutions and behavior. Despite some in consistencies, the direction is clear. The term “moderate” has acquired a conservative meaning, and liberals have been split into neo-liberal and neo-conservative camps. At this moment American society is informally declaring that it is not committed to achieving the goal ofequal outcomes long espoused by a mainly liberal national political and institutional system.

In this presentation, I will examine some of the general ideas, explanations and logic regarding black life conditions offered by a group of intellectuals who have come to be described as “Neo-Conservative.” I will not concentrate my critique on particular individuals, however; my focus will be primarily on the ideas and proposals that they have offered, especially those ideas that have been associated with public policy proposals.
In my opinion, the media and the scholarly community have focused too much on individuals, rather than examining closely and analytically the public policy ideas associated with Neo-Conservatism. I will seek to critique …

If we wish to know what the founding generation meant by liberty, consult the election sermons and thanksgiving sermons of the day. The founders knew that “where the Spirit of the Lord is, there is liberty” (2 Cor. 3:17). They sought to live together as a Christian people according to Christ’s “perfect law of liberty” (Jas. 1:25). That is, “the liberty wherewith Christ hath made us free” (Gal. 5:1). This is what is written between the lines of the Constitution. The Bible is the charter of our liberty. It is the substance of our constitutional liberties.

State Aid To Public Schools: An Analysis Of State Responsiveness To School District Needs, John P. Pelissero, David R. Morgan

Despite decades of attempted fiscal reforms throughout virtually every state, most state school aid is still allocated on a per pupil basis. The chance exists, nonetheless, that the remaining funds are at least somewhat targeted to socioeconomic or fiscal need. This research, covering two recent time periods, finds little evidence that non-enrollment-based state aid is targeted to need.

Registering The Poor To Vote: Lessons From The 1984 General Election, Ira Colby
The Journal of Sociology & Social Welfare
Voter registration and educational programs for the poor and moderate income groups were a dominant political strategy embraced by a number of social welfare organizations during the 1984 general election. This article reviews one such project that registered 4,124 individuals and implemented a follow-up survey of 500 new registrants. Based on the survey, the author identifies a number of voting and nonvoting behaviors that should be considered in future voter registration and education projects. The author also identifies critical policy issues that impede voter participation among the poor.

The Impact Of The Supreme Court On Trends In Economic Policy Making In The United States Courts Of Appeals, Donald R. Songer

Previous impact research has primarily investigated controversial civil liberties decisions. The present study examines the response of the United States Courts of Appeals to changes in the labor and antitrust policies announced by the Supreme Court between 1950 and 1977. Significant impact was discovered. In each policy area, the decisional trends of the courts of appeals underwent a significant change after each of two policy shifts on the Supreme Court. Changes in the decisional trends of the courts of appeal were in the predicted direction even after controls were introduced for judges' party and holdover effects.
