A Systematic Analysis Of The Deracialization Concept, Byron D. Orey, Boris E. Ricks

The concept of deracialization gained notoriety following elections held in November of 1989. During these elections, a number of African-American candidates captured victories in majority-white electoral jurisdictions, leading McConnick to coin this Election Day as "Black Tuesday." Among those elected on "Black Tuesday" include: L. Douglas Wilder as governor of Virginia, David Dinkins as mayor of New York City, Norman Rice as mayor of Seattle and Chester Jenkins, mayor of Durham, North Carolina. In this article we systematically examine the deracialization construct/strategy and the potentially damaging impact that such a strategy might pose on the black community.

The Multidimential Impact Of Proportionality: Electoral Districts And Deficit Spending, Charles Robert Hankla

Why might a democratically elected government choose to run a sustained fiscal deficit in the face of many potential drawbacks? In this paper, I contribute in two important ways to our understanding of the political causes of fiscal outcomes. First, I develop a theoretical argument that democracies with a few large districts will have greater political incentives to provide balanced budgets than democracies with many small districts. Second, I test my theory (and, preliminarily, other theories) with a much broader empirical model than those generally used in the literature. In the wake of the September 11 attacks, the “Global War on Terror” has marginalized the rule of law. From the dragnet detentions in the aftermath of the initial attacks, to novel and secretive surveillance authority under the Patriot Act, to the incarceration and torture of “enemy combatants,” the administration’s “war” has sought to establish zones of maneuver free of both legal constraint and of political oversight. In the first half decade of these efforts, the tripartite constitutional structure which is said to guard against executive usurpation remained largely quiescent. "On May 15, 1972, Arthur H. Bremer shot Alabama Governor and Democratic presidential candidate George Wallace five times at close range with a .38 caliber revolver during a campaign stop in Laurel, Maryland. The shooting in the Washington, D.C. suburb ended Wallace’s political career and he was paralyzed from the waist down for the remainder of his life. In November, thirty-five years later and in the middle of another political season, Bremer was released from the Maryland State Penitentiary in Hagerstown on November 6, 2007. The first political assassin to be paroled in American history, his sentence for the shooting …

Free/Libre and Open Source Software (FLOSS) projects are a form of commons where individuals work collectively to produce software that is a public, rather than a private, good. The famous phrase “Tragedy of the Commons” describes a situation where a natural resource commons, such as a pasture, or a water supply, gets depleted because of overuse. The tragedy in FLOSS commons is distinctly different -- it occurs when collective action is abandoned before a software product is produced or reaches its full potential. China's Good Earth: From Urbanization To Rural Development Under Hu Jintao 'S Administration, Jessica Wade

This paper analyzes the recent efforts of the Chinese government to facilitate rural development. It reviews the Chinese Communist Party (CCP)’s previous emphasis on urban-based growth, the history behind the shift towards rural development, and the attempts by President Hu Jintao to move from extensive urban development towards sustainable rural development. It asserts, first, that much of China’s urban-based development was intentionally encouraged by the government, and second, that the CCP is now deliberately moving its investment and focus to rural-based growth. This paper sets out an improved framework for examining critical junctures. This framework, while rigorous and broadly applicable and an advance on the frameworks currently employed, primarily seeks to incorporate an a priori element. Until now the frameworks utilized in examining critical junctures were entirely postdictive. Adding a predictive element to the concept will constitute a significant advance. The new framework, and its predictive element, termed the “differentiating factor,” is tested here in examining macro-economic crises and subsequent changes in macro-economic policy, in America and Sweden.

This article examines the close relationship between the Australian and New Zealand business communities to ask whether the relationship is best characterized as simply a bi-lateral trading relationship, or whether there is evidence of the formation of a transnational business community. This article also seeks to explore the nature of Australia—NewZealand integration, and specifically the degree to which the relationship is interdependent or asymmetrical. Data are drawn from quantitative sources — including a dataset developed from the IBISWorld's Largest 2000 Enterprises in Australia and New Zealand, Who's Who in Australia, and Who's Who in Business in Australia — and qualitative …

Judicial Decision Making In The Supreme Court Of Canada: Updating The Personal Attribute Model, Donald R. Songer, Susan W. Johnson

This study seeks to add to the current understanding of the political nature of the Supreme Court of Canada. We analyze a data set consisting of all nonunanimous published Supreme Court decisions for the period 1949 to 2000. A prior study by Tate and Sittiwong (1989) suggested a model of judge attributes for the period 1949 to 1985. We build on that analysis by extending the time period to 2000, which allows the impact of gender also to be assessed. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

This multi-disciplinary research project explores the religious and cultural foundations within the “master commemorative narratives” that frame Israeli and Iranian political discourse. In articulating their grievances against one another, Israeli and Iranian leaders express the tensions between religion, nationalism, and modernity in their own societies. The theoretical and methodological approach of this dissertation is constructivist-interpretivist. The concept of “master commemorative narratives” is adapted from Yael Zerubavel’s study of ritualized remembrance in Israeli political culture, and applied to both Israeli and Iranian foreign policy. Israel’s master commemorative narrative draws heavily upon the language of the Hebrew Bible, situating foreign policy discourse …

The doctrine of sources has served international law well over the past century, providing structure and coherence during a time when international law was expanding rapidly and dramatically. But the doctrine's explanatory power is increasingly being challenged. Current doctrine tells us that treaties are international law; empirical evidence, however, suggest that treaties are poor predictors of state practice. The expansion of the international community, the rise of human rights, developments in international legal theory, and the international system's need to adapt to changing circumstances, have all also put pressure on the reified role of "treaty" in identifying rules of international …

"The current global political atmosphere is steeped in fear of, and intense rhetoric about, political violence and "terrorism." Amidst this turbulent environment, it is clear that scholars and practitioners need to get beyond the manufactured fear and the hysterical rhetoric, peddled by what we call the corporate-state-military-media complex (or simply, the "power complex"), and instead seek a deeper understanding of political groups that defend or deploy the tactics of economic sabotage (property destruction) or armed struggle in order to change repressive and violent social structures (Best and Nocella 2004; Best and Nocella 2006). Allying For Peace: Treaty Obligations And Conflict Between Allies, Andrew G. Long, Timothy Nordstrom, Kyeonghi Baek

We argue that certain provisions of alliance treaties can signal credible commitments to a peaceful relationship among members and establish institutional mechanisms that promote the settlement of disagreements through peaceful negotiation. Nonaggression, peaceful dispute settlement, military institutionalization, and permanent organization provisions should increase the duration of peace between alliance members; we test our hypotheses with a duration model. The analysis generally supports our expectations except that alliances that create permanent organizations, even those specifically established to arbitrate disagreements, are associated with shorter durations of peace. We conclude with some implications of our argument for the study of military alliances and …
