The First Lady As Formal Advisor To The President: When East (Wing) Meets West (Wing), Maryanne Borrelli

Government and International Relations Faculty Publications

Drawing on archival research, this article examines how the position of the first lady has been formally defined, and how that definition has affected presidential advising by first ladies. Three first ladies-Eleanor Roosevelt, Rosalynn Carter, and Hillary Rodham Clinton-have served in a formal capacity within the executive branch. In each instance, the first lady's appointment, and subsequent exercise of formal and informal power, carried significant implications for our understanding of this position, the presidency, and the political system.

Managing Landmine Casualty Data, Cisr Jmu

The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally. Starting in June 1991, the Indian government introduced a number of liberalising measures, including significant tariff reduction, abolition of all quantitative restrictions on non-consumer goods, unification of the exchange rates, and adoption of a liberal set of rules for FDI, and introduction of current account convertibility. While the industrial reforms seek to bring about a greater competitive domestic environment, the trade reforms seek to improve international competitiveness. The private sector is allowed in many industries that were earlier exclusively reserved for the public sector. 祖國大陸和臺灣相繼加入WTO ，加上中國單獨關稅區的香港、澳門， WTO 就有四個中國會員。由于中國的特殊情況，兩岸入世使祖國大陸、臺灣、香港和澳門四地之間的經貿關係將逐步發生重大變化。這需要我們面對現實，從長計議，客觀地探討WTO 框架下兩岸四地經貿關係的走勢，並由此作出基本判斷。

基于上述考慮， 這裏提出這樣一個初步設想: 建立“中國自由貿易區"。”中國自由貿易區"的主要內涵是，在“兩岸四地" 逐漸建立起一種要素無障礙流動的自由貿易的關係，它比一般WTO 成員之間貿易互惠更進一步，將具體體現 ”兩岸四地” 之間一個國家幾個關稅區的特殊關係。

It's "going to take a while," Bush said. The White House may have subsequently backed off that rhetoric, but the metaphor (if it is one) draws on entrenched habits of thought.

The Baton Rouge Bar Association seeks to provide the public, lawyers, and the judges with some sort of evaluation of the judges in the Baton Rouge area. Since it is difficult for the public to obtain information on judges, the Bar Association relied on its own members and the members of the Louis Martinet Society to evaluate all judges, including city, state, and federal courts. Hopefully, the results will be useful to the public, the lawyers, and especially to the judges. This survey of registered voters in New Orleans was conducted three weeks before the election and prior to intense campaigning. It should be considered a baseline survey. That is, this is the state of opinion that the Mayor faces in trying to change the Charter. As the referendum on the third term charter change amendment approaches, opposition remains strong. Over half of registered voters say they will vote against the amendment, and a third say they will support it.

Competitive Market Socialism: A Practical Alternative For Sectors Of The Cuban Economy, Melvin Burke

The focus of this paper is to test for evidence of technical and scale efficiency in the commercial banking sector in Malaysia. In this context, the study attempts to evaluate if there are any differences between the efficiency of domestic and foreign owned Malaysian banks by applying the Data Envelopment Analysis (DEA). The result indicates that Malaysian commercial banks did not efficiently combine their inputs and that technical inefficiency was attributed to scale inefficiency.

Election Systems And Voter Turnout: Experiments In The United States, Todd Donovan, Shaun Bowler, David Brockington

Theory suggests that majoritarian/plurality elections depress voter participation and that proportional election systems encourage greater voter mobilization and turnout. We examine the effect that cumulative voting (CV) has on turnout in local elections in the U.S. Variation in social/cultural context is largely held constant by our design while election system varies, allowing us to identify the unique effect CV has on turnout. We test if turnout is higher when CV is used in the same context as plurality rules. Consistent with expectations about institutional effects, turnout is about 5 percentage points higher under CV than in similar plurality elections.

The Budapest Chernobyl Day commemoration generated a creative outpouring of stories about parental responsibilities, scientific knowledge, environmental risks, and public participation. I examine the stories and performances elicited by the tenth anniversary of the Chernobyl nuclear disaster in April 1996. In these “Chernobyl stories,” activists criticized scientific and state paternalism while engaging in alternative practices of citizenship. The decade between the catastrophic explosion and its commemoration coincides with the development of the Hungarian environmental movement and the transformation from state socialism. Chernobyl Day 1996 consequently became an opportunity for activists to reflect upon how the meaning of citizenship and public …

Those who think of themselves as republican or civic liberals, as I do, will surely be of two minds about Seyla Benhabib's "Dismantling the Leviathan: Citizen and State in a Global World" [Spring 2001 ]. In some respects, Professor Benhabib' s thoughtful essay is quite congenial to republican liberalism. She insists on the importance of human rights, for instance, and she looks for ways to expand political participation. Her indictment of "civic republicanism," however, requires a republican-liberal response.

The Bush administration has coined a foreign-policy doctrine. President George W. Bush, National Security Advisor Condoleezza Rice, and Secretary of State Colin Powell herald "the new realism." Think you know what they are up to? OK, then fill in the blank: The "new realism" is _______. If you find the blank hard to fill, don’t worry; so would most of today's international-relations scholars. Indeed, one fundamental problem with the Bush administration's new doctrine is that "realism" no longer has any real intellectual coherence.
