The progression of human civilization sits at the crossroads. Fueled by an emphasis in recent decades on interdependence, the world has realigned its economic and political operations to an international scale. Couple this development with grand advancements made in technology which have served to unite the world, and human civilization has set off on a path that leads to further integration. What is needed, however, is a realization of the inherent benefits that would come from the creation of a capitalistic world federal system.

Nationalism--one of the most salient forces working within the contemporary system of states--is on the rise, and no state is immune. Contemporary nationalism is fundamentally different from that which first appeared on the political scene more than two centuries ago. In the international system, state sovereignty is recognized over the right of self-determination of nations Since the right of self-determination is incompatible with sovereignty, changes must be made. Some nations work toward receiving a voice or gaining greater autonomy; others clamor for secession. It is the latter which poses the greatest threat to peace and international stability. This year in Louisiana we are experiencing an election unlike most statewide elections in recent history -- a classic partisan contest. A classic partisan contest is characterized by a two-party system, voting along party lines, a split middle-of-the-road, groups voting according to their partisanship, and partisan issues related to voting choice. A classic partisan contest stands in contrast to an election in which voting is dominated by a personality (Duke or Edwards), racial identification (Fields), or one party. During the summer of 1996,1 participated in the US Senate internship program in the Everett Regional office of Senator Patty Murray. This was a fairly new office, having begun only five months before I started in July, as well as a small office. (It had one part- time person, my supervisor, which became two upon my arrival.) There was no precedent for what my job entailed so it was designed as the summer progressed. The Evolution Of International Norms, Ann Florini

Research Collection School of Social Sciences

This article puts forward a theoretical explanation for why norms of international behavior change over time. It argues that the mainstream neorealist and neoliberal arguments on the static nature of state interests are implausible, as the recent empirical work of the growing constructivist school has convincingly shown. But the constructivists have not yet provided a theoretical basis for understanding why one norm rather than another becomes institutionalized, nor has learning theory yet provided an adequate explanation. An evolutionary approach that draws its hypotheses from an analogy to population genetics offers a promising alternative. This article briefly outlines the constructivist critique …
