My Words, Or Yours? Analyzing The Development Of Cannabis Legislation In Canada, Cynthia Huo

Although there have been many prominent examples of policy learning and transfer across governments in Canada, policy diffusion in the Canadian context remains an understudied topic. This project seeks to contribute to the literature by empirically analyzing the development of cannabis legislation in Canadian provinces and territories in the months leading up to the federal legalization of cannabis in October 2018. We utilize textual similarity software to analyze similarities between cannabis, alcohol, and tobacco legislation in provinces and territories and find that rather than learning from each other in developing their cannabis laws, provinces and territories replicated their existing alcohol …

The study of political leadership within the discipline of the political science has recently grown into a large, complex, and insightful literature. However, the extensive number of concepts, theories, and frameworks developed by international leadership scholars have been underutilized when it comes to developing further understanding of political leadership in the Canadian context. This thesis attempts to address this gap by focusing on the process by which individuals are selected to be leaders. A renewed Cold War with a new Central Front in Europe threatens international security. NATO’s arc of crisis stretches from Ukraine in the northeast to Turkey and Syria in the south. The Warsaw Pact dissolved in 1991 but NATO’s nuclear posture continues to threaten Russians who fear NATO expansion. Evidence of heavy-handed U.S. diplomacy in Europe has raised concerns about American intentions in Ukraine. The failed 2015 negotiations surrounding the United Nations Non-Proliferation of Nuclear Weapons Treaty indicate it is time the Nuclear Weapon States in the 29-member NATO alliance move NATO's posture away from the Strategic Concept toward nuclear …

Municipal Associations, Membership Composition, And Interest Representation In Local-Provincial Relations, Alison Katherine Shott

Municipal associations carry out two core functions – advocacy and providing member services. How associations prioritize and perform these functions is largely unclear. This dissertation explores how membership composition affects their activities. Canada’s 18 provincial level municipal associations all provide advocacy and services for their members, but there are considerable differences within their memberships. Some associations represent all municipalities within a province while others are divided along linguistic, regional, or rural/urban lines. In addition, the municipalities they represent can vary by size, legal type, region, ethnicity/language, and rural/urban character. Policy Implications Of The Financial Crisis And Recession: Canadian Performance In Comparison, Michael W. Carfagnini

The Global Financial and Economic Crisis involve complex interaction among diverse causal factors. This article seeks to ascertain the policy implications of countries’ exposure and responses to these twin crises. It does so by comparing five economies – The United States, United Kingdom, Iceland, Greece, and Canada - according to their economic performance through the crises. This comparison aims to discern why Canada’s performance surpassed that of the other four cases. The paper compares countries’ financial regulations and initial exposure to the financial crisis, as well as monetary and fiscal policy responses to mitigate the crisis and recession. It finds …

Although Canada has been a committed member of the North Atlantic Treaty Organization (NATO) since the alliance was founded in 1949, it has not greeted all NATO decisions with unalloyed pleasure, as the recent debate about enlargement and the controversy over NATO bombing of Kosovo and Serbia will attest. And we can probably expect yet another debate about Canada's commitment toNATO later this year because the foreign minister, Lloyd Axworthy, has promised to question NATO'S continued reliance on nuclear deterrence.
