Relationship Of Convenience? The Diplomatic Interplay Between The Commonwealth Games Federation And The Commonwealth Games Host City, Caitlin Byrne
Relationship Of Convenience? The Diplomatic Interplay Between The Commonwealth Games Federation And The Commonwealth Games Host City, Caitlin Byrne
Caitlin Byrne
This paper analyses the diplomatic dynamics that define and underpin the relationship between the Commonwealth Games Federation (CGF) and the Commonwealth Games host city. For the host city, the Commonwealth Games holds out the promise of global visibility, urban regeneration, improved economic activity and social cohesion. For the CGF, the appeal of the host city can improve athlete participation in the event, enhance the appeal and longevity of the sports involved and strengthen the sustainability of the sporting institution itself. The relationship is thus one of mutual convenience through which both actors seek to leverage the global appeal of the …

Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman
Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman
Stuart Murray
To date, the relationship between diplomacy and international sport has been relatively under-theorized. This paper seeks to redress the deficiency by proposing an analytical taxonomy of the multiple convergences between international sport and diplomacy. The principal analytical distinction to be drawn is between (1) international sport consciously employed by governments as an instrument of diplomacy and (2) international-sport-as-diplomacy, the diplomatic representation, communication and negotiation between non-state actors that take place as a result of ongoing international sporting competition.
By increasing understanding of the rôles of sport in diplomacy and diplomacy in sport, the paper seeks to promote the adoption of …

Corruption, Democracy And Asia-Pacific Countries, Neil Campbell, Shrabani Saha
Neil Campbell
This paper argues that the relationship between democracy and corruption is nonmonotonic. When a country shifts from autocratic rule to highly imperfect democracy (an ‘electoral democracy’) it is frequently perceived that the level of corruption increases. Conversely, when the democracy level is already relatively high (approaching ‘mature democracy’) an increase in the level of democracy is typically expected to decrease the level of corruption. To assist with our discussion of these issues, before going on to the empirical part of the paper, we look specifically at the case of South Korea to illustrate how corruption responded to an increasing level …
Australian Defence Force Transformation: The Hardened And Networked Army, Stuart Murray
Australian Defence Force Transformation: The Hardened And Networked Army, Stuart Murray
Stuart Murray
Extract:
In the field of international relations there exists controversy over whether or not a Revolution in Military Affairs (RMA) is occurring. This case employs the recent transformation of the Australian Defence Force (ADF) to validate the 'revolution' argument. As Australia's role in the Asia Pacific security environment grows, there is a correlative need for its military to evolve. The ADF has embraced change, primarily through its Future Warfighting Concept (FWC) and the doctrine of a Hardened and Networked Army (HNA).

Open For Business: Australian Uranium For Sale!, Stuart Murray

Extract:
Fossil fuels negatively contribute to global warming and climate change. While the short-term impact of nuclear energy is more positive, it is no less controversial in terms of climate change. According to the Director of International Atomic Energy Agency (IAEA), Mohamed El Baradei, investing in nuclear energy technologies is particularly attractive to developing countries where energy demand outstrips energy supply and 'energy security, air pollution and greenhouse gases are priorities' (IAEA 2006). Nuclear weapons proliferation, and environmental safety, however, remain as global concerns. As a result, nuclear energy technologies and uranium exports to fuel that technology continue to attract …

Extract:An examination of North Korea's actions since 1994 (the year they signed the Agreed Framework) shows that the 'Hermit Kingdom' has routinely violated the common purposes, organisations and standards of conduct expected of a responsible member of our international society of states.

The Two Halves Of Sports-Diplomacy, Stuart Murray
The Two Halves Of Sports-Diplomacy, Stuart Murray
Stuart Murray
Sports-diplomacy is a familiar but relatively under-explored area of theory and practice in diplomatic studies. Existing scholarship is akin to sports-diplomacy's practice: anecdotal, sporadic articles that are case specific. This analysis posits that in the modern, plural diplomatic environment, sports-diplomacy does have potential, but that will not be realised until further discussion and scholarship is undertaken. Specifically, the “gap” in the diplomatic studies literature needs filling, as well as addressing and discussing the question: “do the benefits outweigh the dangers of ‘mixing’ sport and diplomacy?” The article's purpose is rudimentary. It aims to prompt discussion and debate between theorists and …

Opening The Windows On Diplomacy: A Comparison Of The Domestic Dimension Of Public Diplomacy In Canada And Australia, Ellen Huijgh, Caitlin Byrne
Opening The Windows On Diplomacy: A Comparison Of The Domestic Dimension Of Public Diplomacy In Canada And Australia, Ellen Huijgh, Caitlin Byrne
Caitlin Byrne
Public diplomacy's scholarship and practice are evolving and seeking to adapt to the expanding interests, expectations, connectivity and mobility of the publics that have come to define the field in an organic fashion. The characteristic distinction between international and domestic publics as the key to defining the practice of public diplomacy is increasingly challenged by public audiences that are no longer constrained by such traditional delineations. The attention on the involvement of domestic publics in public diplomacy, or its domestic dimension, has to be understood within this context. This article aims to cast further light on public diplomacy's domestic dimension, …
Realising Australia's International Education As Public Diplomacy, Caitlin Byrne, Rebecca Hall
Realising Australia's International Education As Public Diplomacy, Caitlin Byrne, Rebecca Hall
Caitlin Byrne
Australia’s international education serves as public diplomacy, essentially engaging and influencing public audiences in ways that progress Australian foreign policy priorities and national interests. The multidimensional and increasingly globalised nature of international education presents enormous opportunity for vital exchange and interactions between and with students, academics and communities via onshore and offshore modes of delivery. Positive experiences of student mobility and the development of intellectual, commercial and social relationships can build upon a nation’s reputation, and enhance the ability of that nation to participate in and influence regional or global outcomes. This is ultimately the essence of soft power. While …

Governing Regional Economic Development: Innovation Challenges And Policy Learning In Canada, Neil Bradford, David Wolfe
Neil Bradford
Regional development policy offers a fascinating window on the interplay between the spatial distribution of economic activity and the interaction across multiple levels of government. Canada provides a compelling case to examine the theory and practice of regional development due to the diverse nature of its economy, the decentralised nature of its federation and more than five decades of federal policy activism. This article explores Canada's six regional development agencies, adopting an organisational learning lens to explain a paradigm shift in policy from redistribution to innovation. Two prominent traditions in regional studies--'nested scales' of economic innovation and 'multi-level governance' of …

Terrorism And Violent Conflict: Women's Agency, Leadership, And Responses, Candice Ortbals, Lori Poloni-Staudinger
Candice D. Ortbals
This book explores how gender intersects with political violence, and particularly terrorism. We ask how gender relations and understandings of femininity and masculinity influence political violence, which includes politics related to terrorism, state terrorism, and genocide. We investigate how women cope with and influence the politics of terrorism and genocide. The book’s goals are descriptive and analytical. We (1) describe in what ways women are present (and/or perceived as absent) in political contexts involving violence, and (2) analyze what gender assumptions, identities, and frames women face and themselves express and act upon regarding political violence encountered in their lives. The …

Touch screen voting machines will be useful for conducting free and fair polls on single day and in single phase for general elections. If touch screen voting machines are used then there will be absolutely no scope for rigging, impersonate voting and all other malpractices in voting process. With TSVMs counting of votes will be over within one hour on the same day after polling is over. By using TSCMs polling, counting declaring of results for all constituencies can be completed on the same day of the polling.
