This chapter charts the DAC’s Cold War history. During this period the DAC established much of the institutional and intellectual scaffolding of international development cooperation. Moreover, participation in the DAC also orchestrated a quiet revolution in the identities of its members, forging them into an imagined community of donors in which the supply of development assistance came to be seen as a routine function of modern industrialised states. Although the Cold War provided the overarching backdrop, the chapter also teases out some of the other key features of the landscape inhabited by the DAC and how they constrained and enabled …

This paper examines the effects of oil price shocks on stock returns in OECD countries specifically Canada France Germany Japan United Kingdom United States and Norway. The empirical method used is the vector autoregression (VAR) model where a generalized impulse response function is applied to the results of the VAR to determine how stock prices respond to a shock in oil prices. The VAR model uses quarterly data for the period 1994 to 2016 for the following variables: interest rates real GDP real stock returns real UK Brent crude oil and APSP crude oil index. The Political Impact Of Rising Trade Exposure: Evidence From 2000 - 2016 U.S. Presidential Elections, Xiaoyang Qian

In this paper we analyze the impact of global imports on regional labor markets, and how such impact translates to changes in voting patterns in the U.S. Presidential elections from 2000 to 2016. We find that imports from different U.S. trading partners influence voting patterns in different ways. In particular, we observe an anti-incumbent effect caused by import competition from OECD countries. Such an effect cannot be observed for imports from low-income countries. There is also evidence that suggests high exposure to import competition tends to drive voters toward the Democratic candidate, who typically proposes better social welfare programs and …

The “rise of the rest” has prompted questions about the capacity and willingness of the United States to lead the liberal international order established under its post-war hegemony. Some prophesize that stronger connections amongst emerging powers are the basis for a parallel international order parading different rules, norms and institutions. In 2011, the OECD turned fifty. To provide a broad foundation for further thinking on this organization, we analyse its evolution over half a century from two perspectives: phases in the international political economy and the literature on IPE. By so doing, we uncover two paradoxes. Firstly, we find that the organization’s evolution closely mirrored major phases in the postwar international political economy until recently. However, the OECD’s long-term dependence on theWest has now become an obstacle to its efforts to adapt to the latest phase, characterised by the rise of non-Western powers. During the 1990s tax havens and offshore financial centres (OFCs) were subject to a string of initiatives designed to raise their tax and regulatory regimes to accepted international standards. Many commentators forecast that this would lead to the demise of OFCs, a worry for the many small states whose economic well being depended heavily on the provision of offshore financial services. Despite this regulatory onslaught many small state OFCs have prospered in the new millennium. Chapter 3 sketches the OECD's role in economic governance, in particular the pursuit of its obligation to promote policies which maximize economic growth. While the OECD's work in the economic field evolves, its mechanisms of economic governance have barely altered. Richard Woodward argues that the OECD exerts ‘subtle discipline’ over the trajectory of economic governance through the use of its soft law mechanisms such as surveillance and peer review. These mechanisms can lead to convergence in national policies and, occasionally, outbreaks of international policy coordination. This article investigates how recent attempts by the European Union (EU) and the Organisation for Economic Co-operation and Development (OECD) to clamp down on harmful tax competition will affect small island economies with offshore financial centres (OFCs). It argues that although there are legitimate concerns about the initiatives, the likelihood that small island OFCs will disappear is remote. A confluence of factors have forced the EU and OECD to dilute their original proposals to the extent that while some marginal OFCs may be driven out of existence, more sophisticated OFCs will be unharmed and may even benefit from this supposed …

The difficulties of developing and executing a sustainable development program in Small Island Economies (SIEs) are well documented. Comparatively small domestic markets, remote export markets, a dearth of natural and human resources, susceptibility to environmental change and natural disasters, plus limitations on the state’s capacity to govern economic activity have narrowed the range of feasible development strategies resulting in a reliance on sectors vulnerable to the vicissitudes of the global economy.
