The People’s Republic of China is often cited as an unprecedented success story as far as rural poverty is concerned. Despite recent reports of sometimes violent protests in rural areas over illicit land seizures and pollution, since implementing reforms in 1978, China has seen rural poverty rates fall from xxx to yyy, as economic growth increased zzz on average each year, according to World Bank estimates. Some have ascribed liberal policy prescriptions based on open markets and pro-market government policies as are largely responsible, even as they forwent expensive, large-scale mass welfare programs. The Hauptargumenten of politicians and citizens concerning the advantages and disadvantages of the EU are almost exclusively economic or political in nature: lower tariffs; loss of monetary instruments; immigration; disenfranchisement; etc. The object of my thesis is to remind everyone, amid the flurry of speculation and uncertainty prevalent in Europe since the French rejection of the EU constitution, that a major benefit of the European integration is peace, on a continent that has been ravaged by war for centuries. Economic growth often helps the poor, but what about the many cases when it does not? The consensus that economic growth reduces poverty, encapsulated by two World Bank economists in the above-quoted article entitled Growth is Good for the Poor, leaves many important questions unanswered. What help does the knowledge that economic growth can reduce poverty provide for economies with few realistic prospects for robust, sustained growth? Scholars of business associations have recently learned a great deal about how associations contribute to development, but much less about the origins of such developmental associations. This essay introduces and assesses a new political explanation for the origins of ‘developmental associations.’ Conventional wisdom holds that developmental associations must be able to rise above political and collusive pressures and establish autonomy from states. Yet, I argue that these associations’ developmental capacities emerge as a result of active state support by key actors, and in response to challenges and threats posed by competitive business organizations. Trade liberalization has been one of the major policy components of the governments of the developing countries in the recent decades. Bangladesh as many other developing nations, has adopted different measures of trade reform policies as an element of International Monetary Fund's (IMF) Structural Adjustment Program (SAP), as well as to be an integral part of the world wide trend of globalization. The difficulties of developing and executing a sustainable development program in Small Island Economies (SIEs) are well documented. Comparatively small domestic markets, remote export markets, a dearth of natural and human resources, susceptibility to environmental change and natural disasters, plus limitations on the state’s capacity to govern economic activity have narrowed the range of feasible development strategies resulting in a reliance on sectors vulnerable to the vicissitudes of the global economy.

As other European countries, transition economies face the reform of the social security system. As one of the first, Poland has introduced a pension reform in 1999, which changed a standard pay-as-you-go system into a one constructed of three pillars and based on addressed contributions. The five years from the reform allow to take a first look at the reform, both in terms of assessing the legal implementation as well as the realization of main assumptions and aims. In this paper we consider the effectiveness of the reform. We find that in many aspects this reform should not be considered …

This article analyses the development of the European Union (EU) project of a Charter for Services of General Interest (SGI) from the mid-1990s to the publication of the White Paper on Services of General Interest and the draft European Constitution in 2004. Though service charters are often associated with New Public Management (NPM) reforms related to privatization, they are also an integral part of the process of EU institution building, and need to be understood alongside developments such as the Charter of Fundamental Rights. This qualitative analysis of the monetary policies of Franklin D. Roosevelt and his administration covers his entire presidency. Through scholarly research based on arguments presented in major scholarly publications, great questions are raised as to the primary causes of the economic successes of the Roosevelt administration. Some of the most conservative and reputable scholars in history, while disagreeing with most of the measures taken by Roosevelt to regulate the economy, agree that the goals by the administration to raise the prices of basic commodities was generally achieved. Project COBWEB (Collaboration for a Better Work Environment for Brazilians) or Parceria in Portuguese began in 2003 with the combined efforts of the Work Environment Department at the University of Massachusetts Lowell (UMass Lowell), the Brazilian Immigrant Center (BIC) – a non-governmental organization (NGO) founded in 1995 for Brazilian immigrant workers in Boston – the Massachusetts Coalition for Occupational Safety and Health (MassCOSH), a NGO that fights for the rights of workers in the state, and from two health care centers: the Lowell Community Health Center and the Massachusetts General Chelsea Health Center. This Article initiates an account of things in the law, including both conceptual things and material things. Human relationships matter to the design of law. Yet things matter too. To an increasing extent, and particularly via the advent of digital technology, those relationships are not only considered ex post by the law but are designed into things, ex ante, by their producers. This development has a number of important dimensions. Some are familiar, such as the reification of conceptual things as material things, so that computer software is treated as a good. This Essay describes a social practices approach to the production of creative expression, as a construct to guide reform of copyright law. Specifically, it reimagines copyright's fair use doctrine by basing its statutory text explicitly on social practices. It argues that the social practices approach is consistent with the historical development of the fair use doctrine and with the policy goals of copyright law, and that the approach should be recognized in the text of the statute as well as in judicial applications of fair use.

The purpose of this paper is to present a new theory of the cartel party. My argument is straightforward. Assuming that parties are the political analog of firms, that party systems are the political analog of markets, that the shares of the electorate are the political analog of the market shares that firms control, Western European party systems share with oligopolistic markets some structural features. New Entry And The Rate Of Return To Education: The Case Of Registered Nurses, Surrey Walton, Philip E. Graves, Robert L. Sexton

In the 1970's, the percentage of high school graduates completing RN training increased with little change in the rate of return to training. During the 1980's this percentage declined, despite large increases in the rate of return. The national data employed here examine long-run trends (with emphasis on the 1970's and 1980's) in financial incentives and entry into the nursing profession and suggest that broader professional career opportunities in the 1980's exerted a large impact vis-a-vis the 1970's, among other factors. Rates of return remain high in the 1990's with modest signs of the market stabilizing. Successful policies to ensure …
