This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm. This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Open source and modular platforms represent two powerful conceptual paradigms that have fundamentally transformed the software industry. While generally regarded complementary, the freedom inherent in open source rests in uneasy tension with the strict structural requirements required by modularity theory. In particular, third party providers can produce noncompliant components, and excessive experimentation can fragment the platform in ways that reduce its economic benefits for end users and app providers and force app providers to spend resources customizing their code for each variant. A roadmap for `new policy design' studies now exists in the orientation which has emerged in recent years towards the formulation of complex policy mixes.The new design orientation focuses on bundles or portfolios of tools and the interactive effects which occur when multiple tools are used over time in policy packages designed to address multiple goals, and upon more complex multi-policy and multi-level design contexts.This review article examines the differences between the `old' instrument orientation and the `new' design one, setting out the current research agenda in this field and its rationale.

The Eastern Cape Province of South Africa struggles with high poverty, poor public infrastructure, and dysfunctional administrative systems. One result is that the Eastern Cape has the worst health outcomes in the country. In response to the South African government’s delays to remove mud schools in the Eastern Cape Province, LRC took the government to court in August 2010. As a result of the mounting legal pressures, in January 2011 the Eastern Cape Department of Education signed an agreement with LRC. This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

The paper examines the health policy oversight systems operating in the United Kingdom, Scottish, Northern Ireland and Welsh parliaments/assemblies with specific comparisons drawn between current rules, practices and behaviours evident in parliamentary committees. Focusing on the 2007-8 parliament/assembly sessions, comparative data is presented relating to the attendance by members on committee, the amount of time devoted to health policy oversight, the percentage of committee places held by non-government party members, cross examination of key witnesses and hours spent examining the budget. Institutional obstacles and incentives relevant to effective oversight are compared.

Housing associations are a key part of the non-profit sector and the adoption of strategic planning by this sector is of considerable significance. This article provides a qualitative report examining the use of strategic planning practices by housing associations in Northern Ireland, and the impact of such action on the performance of the associations. The article also critically examines reasons for the non-profit housing sectors’ enthusiasm for strategic planning practices concluding that strategic planning is a legitimating seeking activity as well as a rational analytic process.

This article examines the emergent identity and impact of devolution in Scotland. Using the case of community care for the elderly, a model is set out for capturing the different interpretive perspectives evident in relation to a particular policy area in 1999–2001. The political story of the ‘free personal care’ issue, in which the Scottish Executive were unexpectedly forced into adopting a markedly different policy from the rest of the UK, is examined in some detail.
