Motivation: Excessive alcohol consumption leads to monetary and societal costs.

Methodology: A hybrid of quantitative (multiple linear regression) and qualitative (policy evaluation, case studies, phone and in-person interviews) methods.

In the United States, some, but far from all, employers offer certain forms of wage replacement when workers take a leave for medical or family reasons. In 2015, only 12% of all workers had access to paid family leave from their employers, 38% had access to short-term disability leave, and 65% had paid sick leave. Extending paid family and medical leave to all employees through a statewide program would share the costs and expand access, level the employment playing field, and reduce inequality among workers. This assessment was undertaken by the Gerontology Institute of the McCormack Graduate School at UMass Boston on behalf of the Town of Hingham Department of Elder Services (hereinafter referred to as the Department of Elder Services). In 2003, the Project expanded to include all New England states. CWPPP remains the only research center in the United States that regularly tracks women’s political representation at the local level.

With momentum toward national health reform, there is wide support for legislation to include an individual mandate that would require all Americans to carry health insurance. Discussion of the individual mandate has relied largely on whether the mandate will generate universal coverage as a gauge for success. This article challenges the notion that an individual mandate is successful if it leads to universal coverage, revealing a critical problem the individual mandate will face even if all Americans were to have health insurance. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

The Pipeline to Public Service Initiative asked the McCormack Graduate School’s Center for Women in Politics & Public Policy at the University of Massachusetts Boston to ascertain the racial diversity in state and local government. The project had the following three goals:

--To identify the race (and gender) of those holding top-level positions filled through gubernatorial appointments, e.g., secretaries, commissioners, directors, deputy commissioners/directors, and undersecretaries, in the Commonwealth’s executive offices and major departments.

In December of 2004, the small Massachusetts town of Gill took a tremendous step to influence its own future. A fifteen acre parcel of land in the south of town, near the intersection of two important town roads, had been put up for sale by its previous owners. The land had been under an agricultural preservation restriction, a program enabled by Massachusetts General Law Chapter 61 A. As part of this restriction, if the land were ever sold, the town would have right of first refusal.

The City of Methuen’s Department of Planning and Community Development hired a team of students from the University of Massachusetts Amherst’s Master’s in Regional Planning studio class to examine the growth impacts of a potential highway interchange reconfiguration. Exit 46 of Interstate 93 in Methuen is a failed interchange, and will likely be reconfigured in the next ten years. Methuen, a middle class city of 44,000 midway between Boston, MA and Manchester, NH, is currently experiencing significant growth pressures. The reconfigured interchange will only add to these pressures.

The 243-acre property is currently in operation as a gravel and sand operation and asphalt processing plant in Lenox Dale, north of Lee center.

Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. This report presents a series of initial strategy recommendations for the economic development of the cities of Springfield and Holyoke. There are six cities in the Pioneer Valley: Springfield, Holyoke, Chicopee, Westfield, Northampton, and Agawam. The three contiguous cities of Springfield, Holyoke, and Chicopee form the urban core of the region. Historically, these cities have been the cultural. financial, and industrial centers of the Pioneer Valley. The scope of this report is limited to the cities of Springfield and Holyoke because these cities face uniquely urban problems that Chicopee, a largely middle class community, does not.
