Voting district boundaries are often manipulated, or gerrymandered, by politicians in order to give one group of voters an unfair advantage over another during elections. To make sure a system of voting districts is not gerrymandered, the population size, the shape, and the voting efficiency of each party in each district should be taken into consideration. Following recent work of Boris Alexeev and Dustin G. Mixon, we discuss mathematical criteria for each of these three aspects, and we prove how problems arise when attempting to apply all three at once to a districting system--first to a simplified districting system and …

National parks and protected areas are an integral component of the Mexican government’s long-term natural resource conservation strategy. They comprise over 90 million hectares throughout the country. However, the establishment and upkeep of these protected areas often incites conflict both between and among local actors. From poachers taking protected resources to indigenous peoples exercising their rights, protected areas have become a source of political, economic, and moral contention across the globe. In addition, their effectiveness in either ecological or sustainable development terms has been ambiguous at best.

Hyper-Local Geographically Weighted Regression: Extending Gwr Through Local Model Selection And Local Bandwidth Optimization, Alexis Comber, Yunqiang Wang, Yihe Lü, Xingchang Zhang, Paul Harris

Geographically weighted regression (GWR) is an inherently exploratory technique for examining process non-stationarity in data relationships. This paper develops and applies a hyper-local GWR which extends such investigations further. The hyper-local GWR simultaneously optimizes both local model selection (which covariates to include in each local regression) and local kernel bandwidth specification (how much data should be included locally). These are evaluated using a measure of model fit. The hyper-local GWR approach evaluates different kernel bandwidths at each location and selects the most parsimonious local regression model. Place descriptions in everyday communication or in online text provide a rich source of spatial knowledge about places. Such descriptions typically consist of references to places and spatial relationships between them. An important step to utilize such knowledge in information systems is georeferencing the referred places. Beside place name disambiguation, another challenge is that a significant proportion of place references in such descriptions are not official place names indexed by gazetteers, thus cannot be resolved easily. An abundance of geographic information is hidden within texts and multimedia objects that has the potential to enrich our knowledge about the relationship between people and places. One such example is the geographic information embedded within user-generated content collected and curated by the social media giants. Such geographic data can be encoded either explicitly as geotags or implicitly as geographical references expressed as texts that comprise part of a title or image caption. The Salinas River is listed by the Environmental Protection Agency (EPA) under the Clean Water Act’s ‘303d list’ as being impaired due to ‘sedimentation/siltation.' A plan for management of the total maximum daily load of sediment is thus mandated. This plan was to include an assessment of sediment sources in the Salinas Watershed. The study provided the technical basis for this source analysis, to be used by the Central Coast Regional Water Quality Control Board (CCRWQB) in the development of the Salinas Sediment TMDL.

An analysis of the historical cause of seawater intrusion in the Pressure Area of Monterey County. An annual overdraft of groundwater resources near the coast coupled with a seasonal cycle of over pumping created a reversal in the groundwater gradient and associated cones of depression. "Marine intrusion has occurred in the 180-foot aquifer in recent years as a result of overdrafts." (Bulletin 52, 1946, p.27). This study utilized a multiple case study with qualitative research to examine how Pre-service teachers (PSTs) might engage Emergent Bilinguals (EBs) in productive struggle—grappling to solve problems (Warshauer, 2015). The researchers created a rubric based on Warshauer’s (2015) case study to record the types of questions PSTs asked as they tutored fourth grade EBs. Warshauer (2015) claimed PSTs should allow students more wait time and ask questions. She referred to such questions as affordance and probing guidance, which facilitates productive struggle. Background

Mental health issues can reach epidemic proportions in developed countries after natural disasters, but research is needed to better understand the impact on children and adolescents in developing nations.

Methods

A cross-sectional study was performed to examine the relationship between earthquake exposures and depression, PTSD, and resilience among children and adolescents in Phulpingdanda village in Nepal, 1 year after the 2015 earthquakes, using the Depression Self-Rating Scale for Children, Child PTSD Symptom Scale, and the Child and Youth Resilience Measure, respectively. The new mapping provides a detailed stratigraphic history of incision and deposition from the early Pleistocene to the present. Infiltration from the Salinas River and its tributaries is the source of irrigation water in this agricultural region. Irrigation water is pumped from the aquifers at depths of about 55 and 120 m. Area has become intruded by seawater, especially between cities of Castroville and Salinas.

Eutrophication is one of the primary factors causing harmful cyanobacteria blooms in freshwater lakes; climate change such as warmer temperature can potentially further increase both frequency and intensity of blooms. This study investigated the long-term changes in water quality and summer phytoplankton assemblages in Oswego Lake, OR, in relation to lake management practices (e.g., hypolimnetic aeration and alum treatments), as well as climatic and regional meteorological conditions. Both water quality and phytoplankton assemblages were sampled biweekly during summer seasons between 2001 and 2013. The concentrations of total phosphorus (TP), soluble reactive phosphorus (SRP) and total nitrogen (TN) decreased 66%, 93% …

Traditional mathematical analysis states that the most efficient way to pay off interest-bearing consumer debt is to pay the individual debts in order from largest to smallest interest rate. In doing this, the debtor will eliminate the largest sources of interest first, thus shortening the overall time-to-pay. This method is known as the “Debt Avalanche.” The “Debt Snowball” method, popularized in large part by investor-author David Ramsey, recommends that consumers pay debts in order from smallest to largest, regardless of interest rate.
